Opinions at the discussion session agreed on the need to promulgate a Law and Resolution to complete the legal framework on international treaties, meeting the integration requirements in the new period. Delegates highly appreciated the addition of provisions on simplified procedures and processes, considering this an important step forward, increasing flexibility in negotiating and signing international treaties, and at the same time suggested continuing to simplify the dossier components, strengthening inter-sectoral coordination, enhancing the responsibility of coordination between agencies, the effectiveness of international treaty implementation and supervision by the National Assembly.
Regarding the Draft Resolution, delegates agreed on the scope, subjects and specific, outstanding policies to improve the effectiveness of international integration in the coming time. Delegates also highly appreciated the contents that facilitate international integration for enterprises and increase resources for localities in foreign affairs. Delegates' opinions were also concerned about the mechanism for handling difficulties with key and strategic cooperation projects; training and fostering programs for officials working in local foreign affairs and people's foreign affairs; and ensuring funding for local foreign affairs activities.
Expressing his sincere thanks for the enthusiastic, responsible opinions and encouragement of the National Assembly deputies to those working in foreign affairs and evaluating the achievements in foreign affairs work in recent times, Minister Le Hoai Trung said that the drafting agency has absorbed most of the comments of the National Assembly deputies in the discussion in the Group. The promulgation of the Law amending and supplementing the Law on International Treaties and the Resolution on specific mechanisms and policies is of great significance in contributing to the institutionalization of Resolution No. 59-NQ/TW of the Politburo , creating a solid legal basis to improve the effectiveness of foreign affairs work, international integration, meeting the requirements of national development in the coming time.

Minister Le Hoai Trung emphasized that the consistent idea of the draft Law on International Treaties (amended) is to simplify processes and procedures while still ensuring strict content, fully assessing impacts and legal obligations, and ensuring responsibility and coordination among relevant agencies. Emphasizing the importance of ensuring effective implementation of international treaties, the Minister said that the Ministry of Foreign Affairs is completing the International Treaty Database to be published by the end of 2025, and is also proposing to issue Party directives related to international treaty work.
Regarding the Resolution, the Minister said that the draft focuses on fundamental and cross-cutting issues of integration work such as ensuring resources, mobilizing experts, improving training quality, strategic research, and adding authority to the Government, ministries, branches, and localities to promptly handle arising issues; at the same time, introducing a number of new mechanisms such as piloting the establishment of local representative offices abroad, creating conditions for people and businesses to truly become the center, subject, and driving force of integration work. These policies will complement policies and measures related to integration in specific areas. The drafting agency will seriously study and absorb the opinions of National Assembly deputies, especially on local foreign affairs, business support, and mechanisms for handling difficulties and obstacles for strategic and key cooperation projects.
After the discussion session in the Hall, the draft Law and draft Resolution will continue to be revised and completed to be submitted to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly.
