On September 18th, Deputy Minister of Agriculture and Rural Development Phung Duc Tien signed a document addressed to the Department of Environmental Crime Prevention and Control (C05) - Ministry of Public Security; and simultaneously signed three consecutive official letters addressed to the Chairmen of the People's Committees of Bac Giang , Lang Son provinces and Hanoi City regarding poultry and poultry products of unknown origin.

In the official document, the Ministry of Agriculture and Rural Development requested C05 - Ministry of Public Security to direct its operational units to closely coordinate with market management forces, customs, veterinary services, and local authorities to combat, prevent, and handle cases of trading and transporting poultry and poultry products of unknown origin or without veterinary quarantine certificates.
The Ministry of Agriculture and Rural Development also requested C05 to direct forces in localities to establish special cases to combat those transporting and trading smuggled poultry and poultry products across the border; and to assist in handling the quantity of illegally transported poultry and poultry products that must be destroyed to prevent the spread of disease and ensure food safety.
According to documents from the Ministry of Agriculture and Rural Development, on May 18, 2023, Prime Minister Pham Minh Chinh signed Directive No. 426/CĐ-TTg instructing the prevention, detection, and strict handling of cases of illegal transportation of poultry and poultry products across the border into Vietnam.
However, currently, the illegal transportation and trading of poultry and poultry products of unknown origin continues to be a complex issue in localities such as Hanoi, Lang Son, Quang Ninh, Hai Duong, Bac Giang, etc.
This is the reason why strains of avian influenza viruses and other dangerous infectious diseases enter Vietnam from abroad, causing outbreaks, seriously affecting the poultry industry, people's health, and causing public concern.
