The central report at the conference emphasized that in the period of 2021 - 2025 and the first 6 months of 2025, administrative reform and digital transformation work have always received attention and direction from the Central Military Commission, the Standing Committee of the Central Military Commission, the Ministry of National Defense , and leaders and commanders of agencies and units; awareness and quality of administrative reform and digital transformation implementation continue to have clear changes and are constantly being improved.

Specifically, the Ministry of National Defense has completed 100% of the plan to reduce and simplify administrative procedures and citizen papers according to Resolution No. 122/NQ-CP of the Government; promptly proposed a plan to reduce business regulations exceeding the target by 32.23%; announced 75 internal administrative procedures of group A and submitted to the Prime Minister for approval 18/75 simplification plans, exceeding the target assigned by the Prime Minister by 4%.

In the period of 2021-2025, the Ministry of National Defense Public Service Portal received more than 4.8 million administrative procedure records and nearly 5,000 feedbacks and recommendations with a timely settlement rate of 100% for feedbacks and recommendations and nearly 100% for administrative procedure records; the rate of online file settlement increased sharply, from 1% in 2021 to 65.56% in 2024. The Ministry of National Defense currently holds the leading position among ministries and branches in terms of management index and quality of service to people and businesses in the digital environment.

At the same time, in the first 6 months of 2025, the Ministry of National Defense has focused on directing drastically, promptly implementing and concretizing the directions of the Central Government, the Government, the Prime Minister, instructions of ministries and branches on administrative reform implementation, administrative procedure control, Project 06 and Resolution No. 57/NQ-TW. Concluding the conference, Senior Lieutenant General Le Huy Vinh noted that in the 2026-2030 period, the rapid development of digital technology and artificial intelligence will have a strong impact on all areas of social life and military and defense activities. Along with that, the Central and Government have resolutely led and directed the promotion of science, technology, innovation, digital transformation, and the implementation of Project 06 and administrative reform with breakthrough policies, high targets and requirements. In order to meet the requirements of the assigned tasks, Senior Lieutenant General Le Huy Vinh requested that agencies and units focus on continuing to innovate and improve the effectiveness of leadership, management, quality of advice, proposals, implementation organization and information, propaganda, training and fostering on administrative reform and digital transformation. Synchronously and effectively implement administrative procedure regulations, continue to promote administrative reform associated with digital transformation, with the goal of reducing at least 50% of administrative procedure processing time by 2026...

On this occasion, the Conference announced the Decision of the Minister of National Defense to reward 23 collectives and 34 individuals with outstanding achievements in administrative reform and digital transformation in the period 2021 - 2025.
