Circular 68/2025 of the Ministry of National Defense on the selection and calling of citizens for military service takes effect from July 1.

Accordingly, the subjects of selection are citizens who have achieved health type 1, type 2 and type 3 according to the provisions of Articles 5 and 6 of Circular No. 105/2023 regulating health standards and health examinations for subjects under the management of the Ministry of National Defense.

Notably, the Army will not call up citizens with myopia greater than 1.5 diopters, farsightedness of any degree, or BMI (Body Mass Index) less than 18 or greater than 29.9.

According to Circular 105/2023 applied in the 2025 military service recruitment, the classification of health for military service will be based on two main criteria: physical fitness and illness. Citizens participating in military service must achieve health category 1, 2 or 3. In which, the BMI index is calculated as follows: category 1 is 18.5-24.9; category 2 is 25-26.9; category 3 is 27-29.9.

The classification is as follows: Type 1 - All indicators score 1 (very good health). Type 2 - At least 1 indicator scores 2 (good health). Type 3 - At least 1 indicator scores 3 (fair health); Type 4 - At least 1 indicator scores 4 (average health); Type 5 - At least 1 indicator scores 5 (poor health); Type 6 - At least 1 indicator scores 6 (very poor health).

Responsibilities of provincial and communal levels in military recruitment

The new circular of the Ministry of National Defense also removes the responsibility of the district level when the whole country no longer has district-level administrative units. The previous authority and responsibility of the People's Committee at the district level will be transferred to the provincial and communal levels.

Specifically, the provincial People's Committee directs the Military Service Council, relevant departments, branches and sectors and the commune People's Committee to carry out military recruitment in accordance with regulations, ensuring sufficient quotas and quality of military recruitment. The provincial level directly implements and directs military recruitment work; grasps the number of citizens subject to military service who are present and absent in the locality; directs the implementation of preliminary selection, medical examination and strict approval, ensuring democracy, fairness, publicity and transparency...

The Provincial People's Committee assigns members to the Military Service Council. Each member monitors and directs a number of communes, agencies, and organizations and is jointly responsible for the targets and quality of military service.

The Provincial People's Committee also established a regional military service health examination council and military service health examination teams suitable for each locality and assigned targets, ensuring sufficient members.

The Chairman of the Provincial People's Committee is assigned the authority to direct the organization of the review and approval of temporary deferment of military service and exemption from military service, which must be strict, democratic, fair and public.

The Commune People's Committee directs the Military Service Council, relevant departments and branches, and villages to recruit soldiers in accordance with regulations, ensuring sufficient quotas and quality of military service. The Commune People's Committee directs villages to organize the nomination of male citizens of military service age to perform military service in accordance with regulations, ensuring democracy, fairness, transparency, quality, and efficiency.

At the same time, the commune level organizes the preliminary selection; makes a list of people called for military service health check-ups and hands it over to the Health Check-up Council and the Regional Defense Command; calls for military service health check-ups (the number of calls for health check-ups is not more than 4 times the quota for military service); reviews citizens for military service.

The commune level reports to the provincial Military Service Council through the provincial Military Command the list of citizens eligible for military service, temporary deferment of military service, and exemption from military service; prepares and completes military service records and related procedures for citizens eligible for military service to hand over to the regional defense command.
