Attending the Conference were Mr. Dang Ngoc Diep, Director of the Department of Planning and Finance ( Ministry of Natural Resources and Environment ) and representatives of the Leaders of the Departments, Bureaus, administrative units, public service units under the Ministry and nearly 500 officers working in Planning and Finance of the units under the Ministry nationwide.
Speaking at the opening of the Conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien affirmed that planning and finance work is always a difficult, complicated and heavy task. However, it becomes even more difficult and complicated when the implementation process is not strictly followed, in accordance with current regulations. Smooth and healthy planning and finance work, in compliance with current regulations of the State will be one of the prerequisites for all professional activities of units to take place smoothly, synchronously and with high efficiency.
In 2023, our country's budget revenue will face many difficulties, including localities with negative economic growth. This will affect budget expenditure activities of localities and the Central Government. Therefore, we must organize a survey and propose truly necessary and urgent tasks to serve different purposes to ensure the efficiency of state investment capital, which is very important.
The Deputy Minister suggested that the trainees participating in the training course should concentrate highly on researching, discussing and exchanging difficulties and obstacles that need to be resolved for the unit and proposing recommendations on management mechanisms to effectively implement planning and financial management work in the coming time at their units to have real qualitative changes.
“Within the time frame of the training course, there are limitations. In order to immediately respond to the issues of planning, investment, finance, accounting, and asset management that are being raised for the units, the Ministry's leaders have directed the Department of Planning and Finance to research and select some key issues for this training course. Especially the handling of transitional content and work after some units have changed their organizational structure.” - Deputy Minister Tran Quy Kien suggested.
At the Conference, the Organizing Committee focused on the following contents: developing the State budget estimate plan for 2024 and the 3-year financial - budget plan for 2024-2026; Developing a public investment plan; guiding the implementation of the newly amended Regulations on professional task management; financial management; foreign capital management; management of public investment projects applied at units under the Ministry; Developing a price plan for ordering public service products using the State budget in 2024; Management of science and technology activities under the management of the Ministry of Natural Resources and Environment.
The conference also spent a large amount of time introducing and guiding some contents on asset management; developing standards and norms for car use; developing standards and norms for public asset use for units to improve their organizational structure; implementing recommendations of the Inspectorate and Audit; ordinance on sanctions in the auditing field; preparing for the 2024 audit.
Mr. Dang Ngoc Diep, Director of the Department of Planning and Finance (Ministry of Natural Resources and Environment) requested that the officers and trainees participating in the training conference frankly discuss the difficulties and obstacles that need to be resolved and propose recommendations from their units so that when they return to their agencies, they can carry out their tasks on schedule and meet the assigned requirements.
The conference will take place on December 7 and 8, 2023.
