Ministry of Natural Resources and Environment summarizes scientific research work in 2023

Reporting at the meeting, Mr. Nguyen Thac Cuong - Deputy Director of the Department of Science and Technology of the Ministry of Natural Resources and Environment said that in the past year, the Department of Science and Technology continued to manage the implementation of 175 ministerial-level topics under 6 key ministerial-level Science and Technology Programs for the period 2021 - 2025 with topics on information technology serving the State management of the natural resources and environment sector; continuously urged the presiding organizations to complete their tasks to serve the acceptance and evaluation on time with 68 ministerial-level topics completing the acceptance and evaluation, 49 topics have completed the products and sent official dispatches to the Ministry for ministerial-level acceptance (accounting for 72%).

In particular, the Department has advised the Ministry's leaders to establish a Council and organize the selection of 52 ministerial-level tasks, assigning the General Department and specialized management departments to directly assign 5 tasks, focusing mainly on research and development of tasks serving the development of legal documents on environmental resources; application of technology in the fields of land, mapping and remote sensing, water resources, environment, hydrometeorology and climate change, mineral geology and application of science and technology in digital transformation and e- government as well as innovation in priority sectors, fields and technology directions.

At the same time, in 2023, the total budget allocated to the Department's grassroots topics is more than 6 billion VND and the Ministry's leaders approved the implementation list according to the priority criteria of urgency, for tasks serving the development of legal documents (such as amending the Law on Water Resources, Geology and Minerals) and current urgent issues. However, the transfer of scientific research results and technologies of the Department is sometimes not closely monitored, especially the annual reporting of application results by units outside the Ministry.

Assoc. Prof. Dr. Hoang Anh Huy - Rector of Hanoi University of Natural Resources and Environment presented the results the school achieved in 2023. Regarding training, the school published 4 textbooks: Environmental monitoring (5 volumes); Natural resource valuation (3 volumes); Environmental auditing (2 volumes) and Biodiversity conservation, ecosystem restoration (1 volume).

Emphasizing the results achieved, he said that in June 2023, the school was granted a certificate of educational quality standards for the second cycle by the Center for Educational Quality Assessment - Hanoi National University and on December 11, 2023, the school was awarded a 4-star standard certificate according to the application orientation of the UPM Institute of Innovation. Regarding science and technology, in October and November 2023, the school successfully organized a National Conference and an International Conference GIS - IDEAS with the participation of more than 50 international scientists and nearly 200 Vietnamese scientists.

Along with that, the number of ministerial-level topics implemented by the five schools included 6 topics, 5 topics were accepted and one topic was accepted at the grassroots level. Of which, 2 topics under the Ministry-level Key Science and Technology Program were implemented and 4 science and technology topics under the Government's Program 562.

Assoc. Prof. Dr. Le Hoang Nghiem - Vice Rector of Ho Chi Minh City University of Natural Resources and Environment reported on the results of the implementation of the school's key tasks in 2023, in which the school has conducted quality assessment of 3 training programs including: Natural Resource Economics, Water Supply and Drainage and Hydrology. Along with the work of science and technology, the school has accepted a Nafosted topic, 3 ministerial-level topics, 14 school-level topics. The scientific research topics have had practical applications in the training work of the school. The results of scientific research works recorded 115 domestic journals and 60 conference proceedings; 60 journals, 15 scientific journals in the international ISI and Scopus lists; Signed 6 memorandums of understanding (MOU) 3 foreign minutes and 6 domestic minutes; successfully organized the 6th Science and Technology Conference and strengthened and expanded cooperation and foreign relations domestically and internationally.

In addition, the school also completed the training plan for the 2022-2023 school year and implemented the training plan for the 2023-2024 school year on schedule and with quality; opened 2 new regular university training majors; organized seminars to adjust the training program in an interdisciplinary - transdisciplinary direction to continue maintaining the profession in the difficult conditions of recruiting some professions, thereby ensuring the quality of human resources in the 4.0 period, towards university autonomy.

The representative of the Vietnam Environmental Protection Fund proposed a number of recommendations related to the FPR task. Currently, the fund has also received production contributions from 60 importers, the amount of investment is quite large, so the Fund needs to ensure strict revenue sources. Regarding circulars and instructions, the Fund needs to propose to the Ministry of Natural Resources and Environment to develop a corporate financial mechanism, how to pay money, where the source is, accounting before or after expenses, etc. and needs to implement synchronous policies and strictly manage this source of funding to be able to come up with appropriate and effective usage plans.

After listening to the reports of the units, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan commented that in the past year, the four units have made great efforts and basically completed the plans and goals for 2023 in both expertise and profession. However, there are still issues that need to be reviewed and considered to meet the current needs. Because the four units all have different functions, the Deputy Minister requested that the units urgently develop, implement and complete the remaining tasks of the year.

For the Department of Science and Technology, it is necessary to focus on perfecting the mechanism for managing science and technology and financial expenditures. The Department needs to unify the compilation of necessary content, in compliance with the Decree. These regulations must be submitted to the Party Committee of the Ministry for comments on the process of drafting the regulations and some contents and topics of scientific and technological research, so that the Department can absorb, explain and perfect the mechanism, as well as continue to develop and promulgate the Plan to implement the Strategy for Science and Technology Development and Innovation to 2030 of the Ministry of Natural Resources and Environment. Next, the Department of Science and Technology also needs to check and supplement resources to serve the work of the industry in particular, which is to develop and implement scientific topics, and of the Ministry in general.

With 2 universities under the Ministry, the curriculum must meet the requirements of State management, ensure the correct progress, correct procedures and serve the teaching and training process of students in the industry well. At the same time, propose rewards for research projects that have national influence and bring practical effectiveness in society.

The Vietnam Environmental Protection Fund also needs to coordinate with the Ministry of Finance and the Legal Department to balance the fund, develop policies to serve businesses, and implement environmental protection activities for each investment item.
