Ninh Thuan province proposes to build an inter-regional renewable energy service industry center
At the meeting, Mr. Trinh Minh Hoang, Vice Chairman of Ninh Thuan Provincial People's Committee presented "Report on energy development results according to Power Plan VII and adjusted Power Plan VII; implementation status of Power Plan VIII and proposal to build an inter-regional renewable energy service industry center in Ninh Thuan and provinces in the region".
According to Mr. Trinh Minh Hoang, regarding Power Plan VII and adjusted Power Plan VII, Ninh Thuan province has deployed investment and put into commercial operation (COD) 57 projects with power sources (solar power, wind power, hydropower) with a total capacity of 3,749,942 MW.
Through a review in Ninh Thuan province, there are 04 projects with problems in terms of project implementation location compared to the location according to the Power Development Plan approved by competent authorities, specifically: 450 MW Solar Power Plant in Phuoc Minh Commune, Thuan Nam District combined with investment in the 500 kV Thuan Nam transformer station and 500 kV, 220 kV lines connected to the national power system; Adani-Phuoc Minh Solar Power Plant; Phuoc Ninh Solar Power Plant and Bim 2 Renewable Energy Plant.
To promptly resolve the shortcomings, obstacles and difficulties of the Power Plan VII and the adjusted Power Plan VII, the Party Committee of the Ninh Thuan Provincial People's Committee proposed that the Party Committee of the Ministry of Industry and Trade consider directing the Ministry of Industry and Trade to request the Vietnam Electricity Group to unify the boundaries and locations for project implementation; update concentrated solar power projects in Ninh Thuan province to the List of adjustments and supplements to the Plan for implementing the national power development plan for the period 2021-2030, with a vision to 2050; adjust the operation period from 2026-2030 for the 93MW capacity of the Hanbaram Wind Power Plant project and the Phuoc Thai 220kV Substation Expansion Project...
Regarding Power Plan VIII, the remaining projects have not yet been granted investment policy decisions for investment implementation due to problems with connection plans, investor selection guidelines, etc.
At the same time, there is currently no mechanism or policy to guide the implementation of rooftop solar power; the offshore wind power planning source has not been allocated a specific capacity scale for the province, so there is no basis for implementing the next steps.

To speed up the project progress in the Power Plan VIII, the Party Committee of the Ninh Thuan Provincial People's Committee proposed that the Party Committee of the Ministry of Industry and Trade consider giving directions on some contents such as the Ca Na LNG Project, promptly promulgate the electricity price framework for pumped storage hydropower and wind power to serve as a basis for further implementation after the investor is approved to implement the project. Based on the actual situation, consider adjusting the commissioning time for onshore wind power projects (onshore wind power and coastal wind power) with the operation phase of 2023-2025 in Ninh Thuan province to the operation phase of 2023-2027.
At the same time, promptly remove obstacles for power source projects approved by the Prime Minister in Decision No. 262/QD-TTg dated April 1, 2024 but have not yet approved specific connection plans for projects with voltage levels of 220kV - 500kV and voltage levels of 110kV or lower.
In particular, at the meeting, the Vice Chairman of Ninh Thuan province also raised Ninh Thuan province's proposal to the Ministry of Industry and Trade on the construction of an inter-regional renewable energy service industry center in Ninh Thuan and other provinces in the region; proposed adding a regional-level Grade II Logistics Center in Ca Na to the regional logistics center system, calling for investment in Ca Na dry port, developing 02 petroleum depots with a scale of 100,000 m3, strongly developing industry, promoting the key economic region in the South.
With available potential advantages and a very convenient traffic connection with provinces in the region, Ninh Thuan province meets the criteria to form an inter-regional renewable energy service and industrial center.
Proposing Ninh Thuan to urgently review and adjust planning
After the presentation of Ninh Thuan province, Minister Nguyen Hong Dien also assigned the Departments, Bureaus and Institutes under the Ministry to research and answer a number of issues right at the working session.
At the meeting, the representative of Ninh Thuan province, Mr. Nguyen Duc Thanh, Secretary of Ninh Thuan Provincial Party Committee, emphasized that in recent times, the Ministry of Industry and Trade has paid great attention to creating favorable conditions for the provinces in general and Ninh Thuan in particular in developing renewable energy and some other fields. The solutions to overcome difficulties proposed by the Ministry of Industry and Trade so far have been assessed as effective.
However, due to objective reasons, some issues still remain unresolved. Therefore, in the coming time, Ninh Thuan province hopes to continue to receive attention and comments from the Ministry of Industry and Trade.
According to the Secretary of the Ninh Thuan Provincial Party Committee, renewable energy is still the key direction in the development of Ninh Thuan in the future. The province hopes that the Ministry of Industry and Trade will coordinate with the province to soon research and implement the construction of an inter-regional renewable energy service industry center.
Ninh Thuan province is also studying the province’s development strategy and will soon send a document to the Ministry of Industry and Trade to ask for comments and guidance on a number of issues related to the industry. This strategy will serve the development of Ninh Thuan in the next 5-10 years.

Concluding the meeting, Minister Nguyen Hong Dien said that the Ministry of Industry and Trade acknowledged and highly appreciated Ninh Thuan province in implementing projects on minerals and energy in particular and socio-economic development in general. Regarding the proposals and recommendations of the province, the Ministry of Industry and Trade will issue a conclusion notice after the meeting, clearly answering for the province to understand. Minister Nguyen Hong Dien also summarized some opinions from the Ministry of Industry and Trade during the meeting:
Firstly , the Ministry of Industry and Trade fully supports Ninh Thuan to become one of the centers specializing in renewable energy services. Ninh Thuan has all the factors and favorable conditions and has been identified as the energy center of the South. The Ministry of Industry and Trade assigned the Department of Electricity and Renewable Energy, the Institute of Energy and related units to complete the procedures and coordinate with Ninh Thuan province to submit to the Government in November 2024. Ninh Thuan province also needs to assign responsible agencies and units to coordinate the implementation.
Second , regarding the fact that the Power Plan VIII has identified Ninh Thuan as the location for implementing many transmission source projects, the Ministry of Industry and Trade requests that Ninh Thuan province urgently select investors and coordinate implementation according to the approved plan. Ninh Thuan needs to establish a Steering Committee to develop energy and mineral projects.
Third , Ninh Thuan is identified as the focus of national planning on energy and minerals, especially on petroleum, gas and electricity planning.
Therefore, the Ministry of Industry and Trade recommends that Ninh Thuan province urgently review and update sectoral planning, regional planning, and national planning to adjust the provincial planning, ready to welcome key projects on energy, minerals, and other projects under sectoral and national planning.
Fourthly , in the field of agriculture, forestry and fishery, Ninh Thuan is also a key locality. The Ministry of Industry and Trade recommends that the province urgently plan planting and farming areas and organize the management of product traceability, and support businesses in accessing and exploiting free trade agreements.
Fifth , the Ministry of Industry and Trade recommends that, in parallel with requesting special mechanisms, Ninh Thuan province needs to focus on implementing approved plans.
