Minister of Finance: Growth closely follows the proposed scenario

If there are no unusual factors in June, the growth forecast for the second quarter will be better than the first quarter, closely following the proposed growth scenario.

Minister of Finance Nguyen Van Thang spoke to explain and clarify the contents of interest to National Assembly deputies in the field of finance.

During the discussion session on socio -economics at the National Assembly hall on the morning of June 18, Minister of Finance Nguyen Van Thang spoke to explain and clarify many issues of interest to delegates in the field of finance.

Regarding the socio-economic situation, Minister Nguyen Van Thang said that the socio-economic development plan for 2024 was developed in a context of many unpredictable factors. The world economic and political situation in the first months of 2025 continued to develop rapidly, complicatedly, and unpredictably, deeply affecting the domestic economy.

Meanwhile, the economy must also solve internal problems such as institutional, infrastructure, and human resource bottlenecks, while at the same time reforming the organizational apparatus to meet development requirements in the new situation.

In such a context, National Assembly delegates all agreed that the results achieved were remarkable, demonstrating the strong direction from the Central Committee, headed by the General Secretary, the Politburo, the Secretariat, the National Assembly and the Government.

Clarifying the implementation of the 2025 growth target, Minister Nguyen Van Thang said that the Ministry of Finance has advised the Government to report to the National Assembly to adjust the 2025 growth target to 8% or more. At the same time, growth scenarios have been specifically developed and allocated to each industry, agency, and locality. With the strong direction of the Party and State, and the participation of the entire political system, economic growth in the first 5 months of the year has had many positive and optimistic results. Specifically, the trend is that the following month is better than the previous month, the following quarter is better than the previous quarter. Many indicators such as industrial production, processing, manufacturing, export, FDI attraction, consumption, etc. achieved double-digit growth. If there are no unusual factors in June, the growth forecast for the second quarter will be better than the first quarter, closely following the proposed growth scenario.

However, the Minister also frankly pointed out that achieving the 8% growth target for the whole year is very difficult, requiring great efforts in the third and fourth quarters to make up for the first and second quarters. This is an extremely huge challenge, when the forecast for world and regional economic growth is very low, and we are "going against the current".

In response to that request, the Ministry of Finance has advised the Government to issue "key, key and breakthrough" solutions for the Ministry of Finance and other ministries, branches and localities to resolutely implement in the coming time. At the same time, the Ministry will also closely follow the international, regional and domestic situation to update the growth scenario and proactively manage to achieve the set growth target.

Budget revenue met and exceeded estimates

Regarding budget management, Minister Nguyen Van Thang said that budget revenue from the beginning of the term until now has met and exceeded the estimate, especially in 2023 and 2024, the excess is "quite large". The revenue structure is shifting towards sustainability, with the role of domestic revenue increasingly affirmed. Most localities have increased budget revenue every year.

Regarding expenditures, budget expenditures are still guaranteed according to the estimate. In particular, we have made efforts to save expenditures to reserve resources for social security and development. In 2024, we saved an additional 5% of regular expenditures to implement the program of eliminating temporary and dilapidated houses. In 2025, the Ministry of Finance strives to increase budget revenue by over 15% compared to the estimate to ensure resources to carry out tasks.

Regarding public investment disbursement, a major issue of concern to delegates and voters nationwide, the Minister said that the Government and the Prime Minister have directed the establishment of working groups to inspect, urge, remove obstacles, and promote disbursement. Since then, disbursement work has achieved many outstanding results.

One of them is the situation of scattered and fragmented public investment that has been fundamentally and thoroughly overcome. "At the beginning of the 2021-2025 term, ministries, branches and localities submitted 12,000 projects, but the Government has reduced them to 5,000 projects and is expected to continue to reduce them to 3,000 projects in the coming period," Minister Nguyen Van Thang cited. Thanks to that, resources have been focused on strategic and key projects, especially in transport infrastructure.

In particular, an exciting success is that all key national projects have achieved and exceeded the schedule, no project is behind schedule". This is also an important experience for the next term of public investment to be better implemented. In particular, the Minister noted that public investment projects under local budgets must be reviewed to ensure concentration, focus, and key points, thereby achieving investment efficiency.

Currently, the Government is focusing on drastic implementation to achieve the disbursement target of 100% this year, thereby having the opportunity to contribute the most to growth.

The handling of public assets after the organizational restructuring was also an issue that many delegates mentioned. According to Minister Nguyen Van Thang, the Ministry of Finance reported to the Government to submit to the National Assembly an amendment to the Law on Management and Use of Public Assets, supplementing 12 decrees, 1 decision, 2 dispatches and 1 circular according to its authority to clearly define the authority of local authorities in the management and use of public assets, standards and norms for the use of headquarters, cars, machinery, equipment, etc.

Currently, the Ministry of Finance is establishing working groups to survey, guide and support localities in handling assets after the merger. The spirit is that surplus assets must be prioritized for the education and health sectors in accordance with the direction of the General Secretary, the remaining must be put into planning and exploited effectively.

The Minister also hopes that National Assembly deputies will join the Government in supervision work, ensuring that assets are not wasted or used ineffectively, and best serve socio-economic development tasks./.
