The discussion session on the socio -economic situation on June 17 received many opinions from National Assembly deputies regarding the widespread situation of counterfeit, fake, and poor quality goods.
Invited by the chair of the discussion session to explain this content, Minister of Industry and Trade Nguyen Hong Dien admitted that although ministries, branches and localities have made great efforts in the fight against counterfeit and poor quality goods, this situation is still very complicated.
The reason, according to the Minister, is that the business of counterfeit goods is very profitable and attracts many participants.

Violations in this field are also increasingly sophisticated, taking advantage of high technology to commit fraud in the e-commerce environment.
Meanwhile, the resources and human resources of the authorities are still limited; sanctions are not strong enough to deter, leading to a number of officials assigned to manage but degenerate, become corrupt, and assist in violations.
To overcome this situation, Mr. Dien said that in the coming time, the Ministry of Industry and Trade will continue to advise and perfect legal policies, clearly defining the authority and responsibility of ministries, branches, localities and functional agencies in this field.
In addition, the Minister emphasized that he will enhance responsibility for performing public duties, strengthen mandatory inspection and post-inspection, and perfect the support mechanism for local market management forces to complete assigned tasks.
He proposed applying sanctions that are sufficiently deterrent to violators.
Regarding handling commercial fraud and counterfeit goods in the e-commerce environment, Mr. Dien admitted that it is more difficult than in the traditional environment because the products are complex, the technology is sophisticated, and the inspection and testing forces and means are limited.
Meanwhile, current laws do not have specific regulations on sanctions for new advertising sales models such as livestream or some other forms.
According to Minister Dien, the Ministry of Industry and Trade will urgently complete the draft Law on E-commerce to submit to the Government and the National Assembly .

Accordingly, the Ministry of Industry and Trade proposed clarifying the responsibilities of ministries, branches, localities, and functional agencies with e-commerce models and livestream sales entities.
Mr. Dien also shared that this evening (June 17), the Prime Minister will listen to a report on this draft Law to be submitted to the National Assembly Standing Committee in the coming days.
Along with that, the Minister emphasized the spirit of decentralization and delegation of power to localities in managing e-commerce transactions; coordinating with specialized units in inspecting, checking and handling violating items.
In particular, Mr. Dien said the Ministry will proactively review and handle the use of livestream and e-commerce applications to trade in counterfeit, fake, and poor-quality goods.
