Minister Dao Hong Lan has responded to petitions from voters in several localities sent before the 9th session of the National Assembly .
Studying possible solutions
Voters of Lam Dong province (formerly Binh Thuan province) wish to study and soon implement reduction and move towards free medical examination and treatment for all people.
Regarding this content, the Minister of Health emphasized that the policy of free hospital fees demonstrates the Party and State's concern for people's health, affirming the superiority of the socialist regime.
The Ministry of Health is researching feasible and effective solutions to submit to the Politburo, the National Assembly and the Government.
To ensure resources, the policy will be implemented according to a roadmap through health insurance, with the scope of health insurance benefits gradually expanding according to the roadmap for suitable subjects.
The Ministry of Health hopes to receive consensus and active participation of people in health insurance to effectively implement this policy.
Voters in Thai Nguyen province (formerly Bac Kan province) proposed to study and consider an annual care and nursing policy for former commune-level leaders aged 65 and over.
Regarding this content, the Ministry of Health said that the law has provisions on nursing and health rehabilitation for people with revolutionary contributions and relatives of martyrs.
Senior leaders are protected and provided with health care; there is an annual care and nursing policy for officials, especially retired military officials.
The Ministry of Health said that it implemented the direction of General Secretary To Lam in the announcement on evaluating the results of people's health care and orientation for the coming time, stating:
Public health care work needs to aim at building a healthy Vietnam, where all people can live long, healthy, happy lives.
The Ministry of Health is actively coordinating with relevant ministries, departments and branches to develop a draft to report to the Government for promulgation of the Politburo's resolution on breakthroughs in public health care, meeting the requirements of national development in the new era.
In particular, annual health check-ups will be implemented for people, including the elderly and former commune-level leaders aged 65 and over. There will be a health care policy suitable for the current stage of the country.
Proposal to support 100% health insurance for people in near-poor households
Voters in Vinh Long province proposed a policy to support 100% of health insurance for near-poor households nationwide (instead of the current 70% support).
Responding to this content, Minister Dao Hong Lan said that according to the provisions of the Law on Health Insurance, people in near-poor households are supported by the state budget with 70% of the contribution.
For near-poor people residing in poor communes according to the Prime Minister's decision, the state budget has supported 100% of the contribution level.
This content is stipulated in Decree 188/2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance, effective from August 15.
This is an important social security policy to create conditions for groups of people with difficult economic circumstances to access medical examination and treatment services through health insurance.
The 100% support for the near-poor is currently not regulated to be applied nationwide.
However, some localities have proactively used local budgets to support the remaining portion (30%) to ensure that near-poor people fully participate in health insurance.
This demonstrates the flexibility and role of local authorities in expanding health insurance coverage in accordance with socio-economic conditions in each locality.
In the coming time, the Ministry will continue to coordinate with ministries, branches and relevant agencies to summarize and evaluate the effectiveness of policies to support near-poor people to participate in health insurance.
At the same time, research and propose adjusting the level of support from the state budget in a direction consistent with the conditions of balancing the central and local budgets, gradually moving towards 100% health insurance coverage for the near-poor group.
Contribute to ensuring equity in access to health services and achieving the goal of universal health insurance coverage.
