Hoa Binh wishes the Ministry to accompany in local foreign affairs
Speaking at the meeting, Provincial Party Secretary Nguyen Phi Long congratulated the great achievements of the Foreign Affairs sector in recent times, and emphasized that the success of the Foreign Affairs sector has made an important contribution to promoting the socio-economic development of the country, including Hoa Binh province.
Provincial Party Secretary Nguyen Phi Long said that the province has an important position in terms of national security and defense in the region and the whole country because it is located in the Northern Midlands and Mountains region and is also part of the Capital Region Planning.
With a long-standing cultural and historical tradition, the province is the cradle of the ancient Vietnamese people, the place where the first traces of the formation of the "Hoa Binh Culture" have been recognized by the world. Currently, Hoa Binh still preserves nearly 800 intangible cultural heritages and over 18 thousand valuable artifacts; more than 109 relics have been ranked...
The province has the potential and strength to develop tourism into a spearhead economic sector: majestic and beautiful natural landscapes with many famous landscapes, rich and diverse resources, especially fresh water and mineral water with high mineral content, large reserves to serve the needs of daily life, resort tourism and medical treatment. In particular, Hoa Binh has the largest artificial lake in Southeast Asia - Hoa Binh Lake; has the largest Hoa Binh hydroelectric plant in the region, currently expanding phase 2; has Kim Boi mineral water and is a safe zone of the Central Government.

Hoa Binh aims to become an attractive destination with unique tourism products, a major tourism center of the Northern Midlands and Mountains. The province currently has a number of tourist areas and spots that need investment and exploitation, especially Hoa Binh Lake Tourist Area with over 50,000 hectares, which has been planned as one of 12 national tourist areas in the region.
The Provincial Party Secretary said that the Prime Minister approved the Hoa Binh Planning for the period 2021-2030, with a vision to 2050. In which, Hoa Binh identified industry as the driving force, tourism as the spearhead, and high-tech agriculture as the foundation.
On that basis, Hoa Binh has established 5 strategic breakthroughs, in which culture is number one, especially promoting the cultural values of Hoa Binh and Muong culture, creating a distinct direction. Second, promoting institutional reform, improving the province's competitiveness. Third, completing infrastructure, especially traffic infrastructure - Hoa Binh-Hanoi expressway; Hoa Binh-Moc Chau expressway (Son La). Fourth, making the most of the advantages of the 4.0 industrial revolution; Fifth, developing high-quality human resources.
Also at the meeting, Mr. Bui Van Khanh, Chairman of the People's Committee of Hoa Binh province, said that in 2023, the whole province welcomed 3.8 million tourist arrivals, an increase of 21.5% over the same period last year, reaching 108.6% of the annual plan; of which international visitors were 450 thousand, an increase of 227.2% over the same period last year, reaching 100% of the annual plan.
Foreign affairs activities are comprehensively implemented by the Standing Committee of the Provincial Party Committee in all fields, Party foreign affairs, State diplomacy and People's diplomacy; promoting the combined strength of the entire political system to serve economic and social development. Strengthening promotional activities, introducing the potential and strengths of Vietnam in general, and of Hoa Binh province in particular, to promote investment attraction in the province.
In the coming time, Provincial Party Secretary Nguyen Phi Long proposed and requested the Ministry of Foreign Affairs to support and assist Hoa Binh in promoting investment, trade and tourism; introducing the province's potentials and strengths to investors from countries and territories, especially large economic groups..., especially groups and companies from Japan, Korea, China, Singapore, Taiwan (China), the United States, Europe..., establishing economic diplomatic relations between Hoa Binh province and the above partners.
Second, regarding tourism, the province proposed that the Ministry support the promotion of the province's image and landscapes to major travel agencies in the world, connecting tours to Hoa Binh province... In particular, the province hopes that the Ministry will support the progress, give comments, and guide the province on UNESCO's requirements so that the Mo Muong heritage dossier can be completed soon; the Hoa Binh culture dossier...

Third, the Ministry supports the province in connecting to cooperate and establish sister cities with other countries, especially in Asia: China, Laos, Cambodia, etc.
Fourthly, Hoa Binh is ready to welcome important partners, potential partners for local and business development; international delegations to the province, thereby promoting the image of the locality to international friends, bringing more practical results to the province in promoting investment, trade and tourism cooperation with other countries.
Hoa Binh also wants to attract investment to develop infrastructure, especially projects in the fields of high-tech agriculture, high-tech industry, production of products that meet green economic standards...
In addition, the province also hopes that the Ministry and heads of Vietnamese representative agencies abroad will support and help the province in marketing and expanding export markets; connecting with reputable foreign investors; supporting the training of officials working in foreign affairs and international integration in the locality...
Efforts to attract resources for socio-economic development of Hoa Binh province
At the meeting, heads of units of the Ministry of Foreign Affairs (Northeast Asia Department, Europe Department, Department of Foreign Cultural Affairs and UNESCO...), Heads of Vietnamese representative agencies abroad in the UK, Thailand, Mongolia... also exchanged and provided information to support Hoa Binh in attracting investment and international cooperation with other countries.
The delegates affirmed that they will continue to support the province in visiting, working and promoting investment and trade in localities; support the verification of information related to foreign economic activities as well as support the province in promoting international trade and tourism...

Speaking at the meeting, Foreign Minister Bui Thanh Son said that in recent times, the country's foreign affairs have achieved many important achievements, which were commended by General Secretary Nguyen Phu Trong at the 32nd Diplomatic Conference and the 21st Foreign Affairs Conference in December 2023.
Vietnam has expanded diplomatic relations with 193 countries, of which 30 are Strategic Partners, Comprehensive Strategic Partners, Comprehensive Partners, Comprehensive Cooperative Partners... In 2023, Vietnam welcomed nearly 20 high-ranking delegations to visit and also had 16 high-ranking delegations visit countries, participating in multilateral meetings such as APEC, ASEAN...
Economic diplomacy makes a direct and important contribution to the recovery and socio-economic development of the country and localities. In particular, in 2023, economic diplomacy has seized the opportunity of countries reopening, investment shifting trends, etc. to support and help localities and businesses expand markets, promote investment, connect with partners to export goods, attract investment, and find partners.
Cultural diplomacy is being vigorously implemented. In the past 3 years, 13 Vietnamese cultural heritages have been recognized by UNESCO, providing great support to the locality in promoting the local image, mobilizing international resources, and attracting international tourists. The Ministry is vigorously implementing the work of overseas Vietnamese with many diverse activities, including fighting for legal status for our compatriots and attracting overseas Vietnamese resources to develop the local socio-economy.

In the coming time, Minister Bui Thanh Son affirmed that foreign affairs will continue to implement the foreign policy according to the Resolution of the 13th Party Congress; further promote the pioneering role in creating and maintaining a peaceful and stable environment, protecting the Fatherland early and from afar, mobilizing external resources for socio-economic development, enhancing the country's international position and prestige. In particular, economic diplomacy will take the lead, taking localities, people and businesses as the subjects of service.
The Minister said that the delegation this time includes 18 Ambassadors and 8 Vietnamese Consuls General abroad and heads of relevant units... who will take note of the province's opinions to find suitable partners.
The Minister highly appreciated the results and expressed his agreement with the achievements in the fields of life, society, economy, and foreign affairs of the locality in the past time; at the same time, he emphasized that the province has a very clear direction and vision. The province is also very determined, the provincial leaders are very resolute in directing the implementation of the province's socio-economic tasks in the coming time, which is the basis for Hoa Binh to develop strongly in the future.
In the coming time, based on the province's proposal to strengthen peaceful friendly cooperation with partners, the Minister suggested that the Northeast Asia Department and the Southeast Asia-South Asia-Pacific Department select partners in Japan, Korea, China, Thailand, Taiwan (China)... to connect with the province, thereby finding cooperation directions in specific fields.
Regarding investment promotion, the Minister suggested focusing on key partners in Northeast Asia, Southeast Asia (Thailand, Singapore), Europe and North America... focusing on the fields of technology transfer and high-tech science. The Minister agreed that the two sides would coordinate in developing plans for the provincial leadership delegation to go abroad, and suggested that Vietnamese representative agencies abroad coordinate in developing specific work programs for the province abroad.

The Ministry will also call on foreign delegations and partners to work with the province, focusing on the regions of Korea, Japan, etc., with the focus on business associations to attract investment. In addition, the Ministry of Foreign Affairs' joint activities such as: Meeting the Middle East and Africa, Meeting Europe, etc. will arrange separate meetings for the province with each partner.
In the field of cultural diplomacy, the Minister agreed with the province's development orientation on attracting tourism and the province's green tourism development orientation. The Minister suggested organizing a delegation of foreign press agencies to promote the province's tourism potential and strengths abroad. The Minister also suggested the Department of Foreign Cultural Affairs and UNESCO coordinate with the province in completing the Mo Muong heritage dossier; the Hoa Binh cultural dossier, etc.
In addition, the Ministry of Foreign Affairs will support and coordinate with the province in training local officials and people working in foreign affairs, especially in updating knowledge of foreign affairs information. The Ministry will provide information on the international and regional socio-economic situation for regular updates...
Agreeing with the opinion of the Provincial Party Secretary, the Minister suggested that the two sides specifically assign two units (the Department of Foreign Affairs and the Office of the Provincial People's Committee) to complete the cooperation plan between the two sides, as a basis for implementation in the coming time.
