Minister Nguyen Chi Dung outlined a number of key tasks to develop the semiconductor industry in the coming time.

(MPI) - At the first meeting of the National Steering Committee on Semiconductor Industry Development, Minister of Planning and Investment Nguyen Chi Dung, Standing Deputy Head of the Steering Committee, emphasized the results achieved; the difficulties and challenges that need to be overcome; and the key tasks to continue developing the semiconductor industry in the coming time.

Minister Nguyen Chi Dung said that following the rapid and stable growth momentum over the past 20 years, the global semiconductor industry in 2024 will continue to accelerate strongly and reach a value of nearly 600 billion USD, with some notable highlights such as the increasing demand for chips for AI; The electric vehicle industry is developing rapidly and becoming a global trend; 5G network coverage continues to increase demand for chips; Restoring the supply chain after the chip shortage in 2021, with investment in new chip factories in the US, Europe and Asia; New manufacturing technology and advanced packaging are beginning to be applied under the leadership of a few technology corporations; Countries and economies continue to have large support packages for the semiconductor industry.

In the trend of diversifying supply chains and complex geopolitical developments in the world, Vietnam is emerging as an attractive destination for investors in the semiconductor industry thanks to its high-quality human resources at competitive costs; strong investment and upgrading of infrastructure; increasingly open and transparent mechanisms and policies; high political determination of the Party and State leaders, especially the attention and close direction of the Prime Minister.

In recent times, Vietnam has taken many drastic actions: Immediately establishing the National Steering Committee for Semiconductor Industry Development headed by the Prime Minister; Issuing the Human Resources Development Program and the Semiconductor Industry Development Strategy and implementing many specific solutions and actions.

Minister Nguyen Chi Dung also emphasized the outstanding results achieved in perfecting policy mechanisms; implementing the Human Resource Development Program to implement the Semiconductor Industry Development Strategy; attracting investment, supporting the development of the semiconductor ecosystem; promoting international cooperation... At the same time, he said that the achieved results are evidence of the efforts and drastic actions of the Prime Minister, ministries, localities, training institutions and the business community in the development of the semiconductor industry.

However, in addition to the achievements, there are still many difficulties and challenges that need to be overcome to achieve greater achievements for the Vietnamese semiconductor industry. In particular, regarding the implementation of mechanisms, preferential policies and support: Semiconductor is a special industry, requiring large investment capital, high requirements for human resources and technology. In the context of fierce competition between economies in attracting investors in the semiconductor sector, many large technology corporations have previously planned to enter Vietnam but have only stopped at the level of surveying, exploring and need to wait for specific incentives. Meanwhile, investment support mechanisms need time to be issued and put into practice.

Regarding facilities and infrastructure: Although there have been efforts to improve and build new roads, railways, seaports and airports, there is still a lack of synchronization between regions and localities, a lack of connectivity, and not really fast and smooth for transporting goods.

In addition, businesses in the semiconductor industry are very interested in the ability to meet and stabilize electricity, water, wastewater treatment systems, etc. Some large corporations such as Samsung and Intel have proposed to be provided with stable, sustainable renewable energy at preferential prices. However, Vietnam's electricity system, especially clean electricity, is still limited and prone to risks during factory operations.

Regarding the difficulties in implementing the tasks of the Steering Committee, Minister Nguyen Chi Dung said that because the Strategy and Program have just been issued, ministries, branches, localities, research institutes, universities and enterprises are currently in the research and implementation phase. In order to soon achieve the goals of the Strategy and Program, agencies need to be more urgent and proactive in implementing the assigned tasks.

Currently, the proposal for investment projects in national laboratories and grassroots laboratories requires a lot of time to research and implement because this is a new and unprecedented content for some universities. The Ministry of Planning and Investment has issued documents guiding and urging schools and competent authorities. To ensure the timely completion of the project proposal in December 2024, competent authorities and universities need to urgently organize research, consult with semiconductor experts to complete the proposal soon and send it to the Ministry of Planning and Investment for synthesis.

Minister Nguyen Chi Dung stated that in order to continue developing the semiconductor industry in the coming time, the Ministry of Planning and Investment proposed the direction for the implementation of the Steering Committee's work in the coming time, such as focusing resources to implement the orientations, goals, contents, activities, and tasks in the approved Strategy and Human Resource Development Program; Strengthening international cooperation, actively approaching and working with large corporations and enterprises in semiconductors and artificial intelligence, especially focusing on attracting investment projects in the field of advanced packaging, which is a field that has the potential to create a breakthrough for Vietnam; Focusing on perfecting the three pillars for the semiconductor industry: mechanisms and policies; infrastructure; high-quality human resources; Continuing to attract talents, especially Vietnamese talents around the world to contribute to the domestic semiconductor industry.

To realize the above implementation directions, the Ministry of Planning and Investment believes that it is necessary to thoroughly grasp and unify a number of key solutions and tasks in the coming time. Accordingly, the Ministry of Planning and Investment continues to focus on and promote the implementation of tasks and solutions in the Human Resources Development Program; Urgently complete and report to competent authorities on the issuance of the Investment Support Fund Decree, guide the implementation, promote the preferential mechanisms of the Investment Support Fund, report to the Steering Committee to orient and direct the effective use of the Investment Support Fund; act as a focal point, closely coordinate with relevant ministries, branches and localities to promote and attract foreign projects in this field such as the US, Europe, Japan, Korea, Taiwan, Singapore; Continue to coordinate with relevant agencies to promote the implementation of the cooperation agreement signed with NVIDIA Corporation.

For ministries, branches and localities: Continue to focus on and promote the implementation of tasks and solutions of the Human Resources Development Program and the Vietnam Semiconductor Industry Development Strategy. Promote cooperation and attract investment from leading countries, economies and enterprises in the world; Strengthen research and consultation to perfect incentive mechanisms and policies suitable to the capacity of each locality; Guide and direct the quick handling of administrative procedures; focus on investment and speed up the progress of infrastructure projects, especially transport infrastructure, logistics, housing, entertainment services, healthcare, education, etc. for experts and workers; fully prepare clean land, clean energy and water resources.

For research institutes, training facilities, and training support facilities: Be proactive and determined in implementing the Human Resource Development Program; Strengthen cooperation between the State, universities, research institutes, innovation centers, and enterprises to improve training efficiency; Promote international cooperation, lecturer training, student exchange, in-business internship programs, student scholarships, international standard training, and meet the practical needs of enterprises.

For businesses: Proactively research and take advantage of opportunities to participate in the semiconductor value chain; Proactively participate and strengthen close cooperation between the 3 parties "State - School - Enterprise", place training orders for Schools, create output for students; Accompany and supplement resources with the State, strengthen public-private cooperation to support the implementation of the Strategy and Program for semiconductor human resource development.

The Ministry of Planning and Investment believes that Vietnam can seize this "rare" opportunity to participate deeply in the semiconductor industry value chain, so it requires the participation of all ministries, sectors, localities, enterprises, research institutes, universities, and domestic and foreign experts.

Vietnam cannot reach its destination alone, but more than ever, at this important stage and opportunity, it needs fast, strong and comprehensive cooperation with countries, economies and businesses, the world's leading semiconductor partners to be able to stand on the shoulders of giants, take advantage of human resources to rise to become a country with a central position in Asia and the world in developing the semiconductor industry and possibly become an AI powerhouse in the future, Minister Nguyen Chi Dung emphasized./.
