(MPI) - On May 28, 2024, at the Conference to announce the Ninh Binh Provincial Planning, Prime Minister Pham Minh and Minister of Planning and Investment Nguyen Chi Dung presented the Decision to announce the Planning for the period 2021 - 2030, with a vision to 2050, to the leaders of Ninh Binh province.

The conference to announce the Ninh Binh Provincial Planning is an important event to widely publicize the contents of the Provincial Planning, at the same time continue to expand the vision and aspirations, wishing to bring Ninh Binh closer to investors to share, cooperate and together turn potentials, strengths, goals, ideas into reality, helping Ninh Binh province develop quickly, sustainably, and harmoniously in the coming time.
Attending the conference were leaders of ministries, branches, central and local agencies; representatives of embassies of countries, international organizations, businesses and investors. On the side of Ninh Binh province, there were Secretary of the Provincial Party Committee Doan Minh Huan, Chairman of the Provincial People's Committee Pham Quang Ngoc and leaders of relevant departments and branches of the province.
In his opening speech and reporting on the planning content, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc said that Ninh Binh province always identifies planning as the top priority task, creating a legal, scientific and practical basis for development orientation.
The planning of Ninh Binh province for the period of 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 218/QD-TTg dated March 4, 2024, with 4 Articles and 13 Contents, along with a system of diagrams and maps; including some important contents. Accordingly, regarding the Development Viewpoint: Consistently following the direction of "Green, Sustainable and Harmonious"; taking tourism and cultural industry as spearheads, modern automobile mechanical industry as the driving force for the development of high-tech industries; innovative startups as a breakthrough; ecological, multi-value agriculture as a pillar; developing a synchronous and modern socio-economic infrastructure system; economic growth is always associated with cultural and social development, ensuring social equity and progress, protecting the ecological environment; attaching importance to cultural development; strengthening regional linkages and expanding international cooperation.
Regarding goals, targets and vision: Promote all potentials, advantages, resources and motivations to develop Ninh Binh province rapidly and sustainably; strive to basically meet the criteria by 2030 and by 2035 become a centrally-run city, with the characteristics of a Millennium Heritage City and a creative city; vision to 2050 is a civilized, modern, smart centrally-run city with its own identity, on par with heritage cities and creative cities in the world.
Mr. Pham Quang Ngoc said that the planning identifies "three foundations", "four pillars" of economic development and "seven key, breakthrough tasks". Accordingly, the "Three Foundations" include: Cultural values - people - nature of Ninh Binh, especially the quintessence of the ancient capital's culture, high-quality human resources and beautiful natural scenery; Synchronous, modern, smart, connected strategic infrastructure, including transport infrastructure, digital infrastructure, service infrastructure, urban infrastructure, "green" infrastructure; Local governance institutions for development, especially competitiveness, administrative reform, and public service integrity.
The "four pillars" of economic development are: Developing tourism and cultural industry as spearheads; Developing high-tech industry, taking the automobile mechanical industry as the driving force; Promoting innovative startups as a breakthrough; Developing ecological and multi-value agriculture as a pillar.
"7 key and breakthrough tasks" include: Developing modern automobile mechanical industry and selectively developing a number of high-tech, environmentally friendly industries. Developing tourism and cultural industry associated with heritage economy; Promoting innovation. Training and developing human resources to meet the process of economic restructuring and socio-economic development requirements in the Fourth Industrial Revolution; Comprehensively developing culture and society. Focusing on preserving, restoring, rehabilitating and promoting the value of Hoa Lu Ancient Capital Heritage and the value of Trang An World Cultural and Natural Heritage; Organizing space and dividing functional zones reasonably; harmonious development between regions, between urban and rural areas; Investing in building synchronous and modern infrastructure associated with exploiting and effectively using land funds. Implementing the strategy for developing millennium heritage urban areas and creative economy; Focus on developing the Kim Son coastal economy into a new driving force, space and growth pole; Strengthen international cooperation and integration; ensure national defense and security.
The planning identifies 3 functional areas, with the Central Area playing the role of a driving force and breakthrough in development, namely Hoa Lu city (based on the merger of Ninh Binh city with Hoa Lu district today) and Tam Diep city; 3 Development corridors associated with key national and provincial road traffic infrastructure works, along with the coastal corridor developing along the axis connecting Vietnam's coastal regions.
Ninh Binh Provincial Planning is an important legal basis for Ninh Binh Province to formulate policies, implement tasks, organize territorial space, allocate resources, attract investment, and maximize potentials and strengths; in order to realize the goals and aspirations of the Party Committee, Government and People of Ninh Binh Province.
To implement the Plan, immediately after being approved by the Prime Minister, Ninh Binh province has organized the public announcement of the Plan on mass media; focused on reviewing and completing the Provincial Plan dossier to ensure consistency with the content of the Prime Minister's approval decision; and developed a plan to implement the Provincial Plan.
In the coming time, Ninh Binh province will continue to focus on implementation with the highest spirit and determination, striving to successfully achieve the goals and tasks set out in the Plan.
The leaders of Ninh Binh province emphasized that on the journey of opening up, liberating and promoting all potentials and advantages to realize the goals of developing Ninh Binh province with a prosperous economy, prosperous society and happy people; Ninh Binh province hopes to continue to receive the attention, leadership and direction of the Central Party Committee, the National Assembly, the Government, the Prime Minister; the support, guidance and assistance of the Central Committees, Commissions, Ministries, branches and organizations; provinces and cities; domestic and international organizations, experts and scientists; the companionship and participation of the business community, investors and people of all walks of life.
In addition, Ninh Binh province also needs the Party Central Committee, the Government, and the National Assembly to have specific mechanisms and policies, decentralization, and delegation of authority to create conditions for Ninh Binh province to accelerate the effective implementation of goals and orientations for building a heritage city, a cultural industrial center associated with relocating people in the core area of the heritage, restoring, preserving, and promoting the special value of Hoa Lu Ancient Capital, the global value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex; building an airport in Ninh Binh province to serve the construction of a tourist city, promoting innovative startups; developing a modern automobile mechanical industry as a driving force for the development of high-tech industries, deeply integrating into the global production network and value chain; implementing the sea reclamation project, continuing to expand the development space of Ninh Binh province./.
