Minister Nguyen Van Hung works with the Department of Basic Information and External Information

On the afternoon of March 20, at the headquarters of the Ministry of Culture, Sports and Tourism, Member of the Party Central Committee, Secretary of the Party Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired a meeting with the Department of Grassroots Information and External Information on the implementation of tasks in 2025.

Attending the meeting were Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh and leaders of a number of units under the Ministry of Culture, Sports and Tourism.

Reporting at the meeting, Mr. Pham Anh Tuan - Director of the Department of Grassroots Information and External Information (Department of Information and Communications) said that on March 11, 2025, the Minister of Culture, Sports and Tourism issued Decision No. 637/QD-BVHTTDL stipulating the functions, tasks, powers and organizational structure of the Department of Information and Communications. The Department of Information and Communications was established on the basis of merging the Department of Information and Communications and the Department of Information and Communications. The merger of the Department of Information and Communications and the Department of Information and Communications helps to optimize communication work, improve the effectiveness of state management and maximize the power of the national information system.

Regarding its functional position, the Department of Information and Communications is an administrative organization under the Ministry of Culture, Sports and Tourism, performing the function of advising and assisting the Minister in state management and organizing law enforcement on grassroots information and foreign information.

Mr. Pham Anh Tuan reported at the meeting.

According to Mr. Pham Anh Tuan, Grassroots information is essential information transmitted directly to people through various types of information: commune-level radio stations; public bulletin boards; grassroots information bulletins; non-commercial documents serving grassroots information activities; direct propaganda through grassroots propagandists; electronic information portals or pages; social networks, Internet messaging applications; telecommunications messages.

Decree No. 49/2024/ND-CP has opened up a new space for the development of public information activities, from traditional forms of information to the use of modern, multimedia, and multi-platform forms of information. In particular, public information activities have been transformed from mainly one-way information to interacting with people, receiving feedback information and information on the response content of competent agencies, organizations, and individuals to people's feedback information.

Foreign information includes official information about Vietnam, information promoting Vietnam's image and information about the world situation in Vietnam.

In recent times, the work of the Information and Communications Department has undergone many fundamental and important changes, contributing positively to the dissemination of the Party's guidelines and policies and the State's laws and policies. The image of Vietnam has become more widely known, and the prestige and position of Vietnam in the international arena have been increasingly consolidated.

In addition, the work and activities of the Information and Communications Department have developed more positively, proactively and strongly on all fronts of communication and public opinion struggle: Sovereignty over seas and islands, human rights, protection of ideological foundation, promotion of national image...

Regarding the key tasks in 2025, Mr. Pham Anh Tuan said that the Department of Information and Communications Technology was assigned to develop a Circular regulating the broadcasting system applying information and telecommunications technology; Develop a Circular regulating the organization of competitions and festivals on information and communications technology; Develop a communication strategy to promote Vietnam's image abroad until 2030; Amend and supplement Decree No. 72/2015/ND-CP dated September 7, 2015 of the Government on the management of information and communications technology activities; Submit to the Prime Minister a report on the results of research on building a model of the National Information and Communications Coordination Office...

In addition, forming a central TTCS source information system connected to the TTCS source information systems of 63 provinces and cities; Continuing to organize and deploy the construction of a commune-level radio broadcasting system applying information and telecommunications technology; upgrading technical equipment and technology of district-level radio and television stations or radio and television departments of the Center for Communication and Culture/Center for Culture, Information and Sports at the district level to produce multimedia and multi-platform communication content....

At the meeting, leaders of units under the Ministry of Culture, Sports and Tourism spoke and exchanged specific opinions related to the implementation of tasks in 2025 of the Department of Information and Communications and the coordination between the Departments and Divisions of the Ministry in the coming time.

Speaking at the meeting, Permanent Deputy Minister Le Hai Binh pointed out a number of opportunities and challenges for the Department of Information and Communications, and requested that in the coming time, the Department of Information and Communications quickly stabilize its organization to implement its work, promote its achievements, and closely coordinate with units inside and outside the Ministry to create a synergistic strength, promoting the development of grassroots information work and external information.

Speaking at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized that after receiving the Department of Grassroots Information and the Department of Foreign Information from the Ministry of Information and Communications, the merger of the two Departments to meet the requirements of the new situation was carefully considered by the leaders of the Ministry of Culture, Sports and Tourism, consulting with many relevant parties.

Appreciating the achievements of the Department of Information Technology and the Department of Information Technology (before the merger), the Minister said that the two Departments had many good and creative ways of doing things, with many products to concretize the viewpoints and policies of the Party and State in the field of grassroots information and foreign information. Thereby contributing to bringing the policies and guidelines of the Party and State to the people, as well as promoting the image of the country to international friends, spreading the strength of the country.

However, the Minister said that in the context of the revolution in science and technology, with the strong development of information technology, state management of basic information as well as foreign information also poses many difficulties and challenges.

The Minister stated that in a time when social networks are developing strongly and information is exploding, it is necessary to maintain the mainstream and official information flow to serve development. Especially when resources are not yet able to meet the demand.

Basically agreeing with some tasks set by the Department of Information and Communications in the coming time, however, according to the Minister, the Department needs to research and clarify the content of state management work on grassroots information and foreign information in order to have plans and propose appropriate methods and directions.

Stating that state management is to serve the common interest, the Minister emphasized the keywords (1) goal, (2) approach, (3) multimedia and (4) breakthrough with the Department of Information and Communications Technology.

Regarding the goal : The Minister believes that state management of basic information and foreign information must aim for accuracy, timeliness, efficiency, spreading positive energy, and becoming the mainstream leading society in the right direction of the Party and State.

Regarding the approach : The Minister emphasized that information must come from the grassroots, from reality, to become the foundation, and foreign information is official information based on grassroots information. Therefore, it is necessary to approach from the central to the local level and at the same time, it is necessary to approach from the local to the central level.

Regarding multimedia: Must be diverse, multi-platform, multi-media. Especially, in the context of information technology development, besides the press, it is necessary to focus on social networks, influential celebrities and word of mouth.

Regarding breakthroughs: The Minister requested 3 breakthroughs: in institutions; in removing bottlenecks, creating seamless connections and in coordination work.

 

Regarding specific tasks, the Minister requested the Department of Information and Communications:

Firstly, it is necessary to quickly stabilize the organizational structure in a streamlined and efficient direction, perfect the leadership personnel of the Department, and focus on building a clean and strong apparatus to successfully complete the assigned tasks.

Second, the Minister requested the Department of Information and Communications Technology to focus on two groups of tasks. In particular, continue to review and perfect the institutions in the field of grassroots information and foreign information. In the immediate future, propose the Government to amend Decree No. 72/2015/ND-CP on the management of foreign information activities and Decree No. 49/2024/ND-CP regulating grassroots information activities in a specific and concise manner.

In addition, it is necessary to focus on information orientation, perform well the tasks to develop the field of grassroots information and foreign information. The Minister requested the Department of Information and Communications to review all the activities that have been built, group the activities into large tasks, with scale and influence, and when implementing, there must be coordination with other units.

"The work must be concise, large-scale, effective and have high impact. Focus on major activities and events of national and international significance," the Minister emphasized.

Third, further promote policy communication. The Minister requested the Department of Information and Communications to coordinate with the Department of Press; the Department of Radio, Television and Electronic Information to further promote communication about new policies of the Party and State to the people to create social consensus.

Besides, it is necessary to manage social networks well, make social networks healthy and put social network activities in the right direction.

Fourthly , the Minister requested to further promote the strength of the "information army". The Minister assigned the Department of Information and Communications Technology to research and advise leaders to sign coordination programs in implementing information work, creating a combined strength./.
