Ministry of Culture, Sports and Tourism gives opinions on the restoration of Bac Son Uprising relic in Lang Son province

Recently, the Ministry of Culture, Sports and Tourism received Document No. 27/TTr-UBND dated March 5, 2025 of the People's Committee of Lang Son province on the request for appraisal and adjustment of the Economic - Technical Report of the Project to restore the Bac Son Uprising relic site, the construction of a stele house marking the event and other items at 08 locations in the relic site, Vu Lang commune, Tan Huong commune, Tan Lap commune, Bac Son district, Lang Son province.

After review, the Ministry of Culture, Sports and Tourism has given its appraisal opinion. Specifically, it agreed to adjust the Economic - Technical Report of the Project to restore the Bac Son Uprising relic site, including the construction of a stele house marking the event and other items at 08 locations in the relic site.

In particular, for the Tham Thoong - Dap Di relic, it is necessary to add a stone embankment section about 14m long; add paving for the yard. For the Bo Tat relic, it is necessary to adjust the position of the stone embankment towards the entrance, about 20m from the original position. For the Hang Mo Re relic, adjust the length of the stone steps from the foot of the slope to the cave entrance according to the actual length; add a concrete road connecting from the residential road to the road in the relic area.

Sa Khao relic, need to add a stone embankment section about 9.2m long; adjust the stone embankment position of the parking lot about 4m. For Lan Tay relic, adjust the foundation design of the stone embankment; do not build a section of the embankment wall. Lan Pan relic, need to adjust the direction of the access road; adjust the position of the Stele House about 7m back and 5m to the right compared to the original position (from the direction of the road looking in).

The Ministry of Culture, Sports and Tourism noted that for the Vu Lang school relic, the dossier needs to include additional documentary photos to clarify the basis for adjusting the relic restoration plan (adding doors, windows, embossed letters, etc.). For the Tham Thoong - Dap Di relic, it is necessary to clarify the location of the newly added stainless steel railing.

In addition, the proposal does not include items at the Na Kheo Hill relic (stele house, access road, etc.) due to lack of space. Regarding this content, it is proposed to build a relic stele instead of the plan to build a stele house to mark the historical events that took place here. Adjusting the design of the embankment, access road, and planting trees at the relics must ensure the preservation of the landscape of the relic, the sustainability of the works, and minimize the leveling of the terrain and cutting down of valuable trees.

The dossier for adjusting the Economic - Technical Report must have all the required components, including: Explanation of the adjusted and supplemented content; color photos of the current status, documentary photos; copies of approved relic restoration solution drawings related to the adjusted and supplemented content; current status drawings and drawings of adjusted and supplemented solutions for the design and construction drawings for relic restoration.

The Ministry of Culture, Sports and Tourism requests the People's Committee of Lang Son province to direct competent agencies to supplement and complete the Adjustment Dossier; publicize the content of the restoration and embellishment of relics in the locality to create consensus before implementing the next steps according to the provisions of law; send the completion dossier to the Ministry of Culture, Sports and Tourism (through the Department of Cultural Heritage) for storage, monitoring and supervision according to regulations.
