In recent years, mobile film screening has affirmed its important role in improving the cultural and spiritual life of people, industrial zones, schools, and armed forces units, especially in remote, border, island, and ethnic minority areas.
In particular, in the context of the rapid development of social networks with a lot of bad and toxic information, affecting people's thinking, mobile film screening is an official communication channel to propagate the Party's guidelines and policies, the State's policies and laws to the people. This is also a direct force to effectively implement the major policies of the Party and State in narrowing the gap in cultural enjoyment between regions, ensuring fairness in access to information and spiritual life, contributing to raising awareness and strengthening trust in the Party and State.

Recognizing the importance of Film Distribution and Screening Centers, Cultural - Cinema Centers, Cultural - Art Centers, Cultural Centers, Theaters with the function of distributing and disseminating films (hereinafter referred to as Cinema Units), considering these as important cultural institutions to meet the people's increasing need for spiritual and cultural enjoyment, contributing to orienting the correct cultural and aesthetic values, nurturing the ideology, patriotism and personality of the Vietnamese people.
Each mobile film screening to the people is not only an activity to introduce the cinematographic works and official information of the Party and State, but also becomes a practical community activity. Thereby, it creates opportunities for people to exchange, share, connect, and contribute to building the great national unity bloc - one of the solid foundations for the cause of sustainable development of the country.
In addition, continue to allocate funding for film screening activities at Film Units and at the grassroots level: communes, wards, villages, hamlets... pay attention to improving the quality of human resources, technical equipment, expanding the service objects in the locality; Continue to pay attention to maintaining, stabilizing and developing the existing Film Distribution and Screening Center model in the locality, maximizing the assigned functions and tasks, creating favorable conditions for Film Units to effectively perform political and professional tasks, while gradually improving the quality of public career services in the fields of culture and cinema;
In the case of merging Cinema units with cultural institutions and other public service units, it is recommended that localities keep the name "Cinema" or have a specialized department for Cinema in the organizational structure of the new unit (Cinema Operations, Cinema or Film Dissemination...) to ensure professional specificity, facilitate state management, and organize film distribution and dissemination activities locally.
