(Dan Tri Newspaper) - The Ministry of Construction will organize working groups led by Ministry leaders to inspect and urge the completion of assigned social housing targets.
In a document recently sent to provinces and cities nationwide, the Ministry of Construction stated that inspection teams will urge localities to require investors of social housing projects to focus resources and be determined to complete projects that have started this year. The Ministry requested the People's Committees of provinces and cities to organize the implementation of the directives and tasks assigned by the Prime Minister in the conclusions of the national conference on social housing.
Specifically, local authorities regularly direct and urge investors of social housing projects that have been licensed and started construction to focus maximum resources on construction and complete the projects as soon as possible this year. For projects that have already started construction, local authorities must urge project investors to concentrate resources on implementation and be determined to complete them this year.
The Ministry of Construction also requested localities to review the 20% land allocation for social housing construction within commercial housing projects and approved social housing projects, and to select investors to require them to complete the necessary procedures to commence social housing construction this year.
For commercial housing projects, if the urban area has been approved to transfer land for social housing construction to the State for use by another organization to invest in social housing construction but the transfer has not yet been completed, then the approval document should be adjusted and the investor of that commercial housing project should be assigned to directly invest in social housing construction with a commitment to complete the procedures for commencement within 12 months.

Local authorities are quickly completing procedures to approve investment policies and select investors for social housing land already included in the planning. At the same time, localities are continuing to review and supplement urban planning and industrial park planning, ensuring sufficient land is allocated for social housing development, including worker accommodation and housing for the people's armed forces...
Regarding the targets for social housing development in localities, according to Prime Minister's Decision 444, the number of social housing units that localities must complete this year is as follows: Hanoi 4,670 units, Ho Chi Minh City 2,874 units, Hai Phong 10,158 units, Da Nang 1,500 units, Can Tho 1,139 units, Bac Giang 5,243 units, Ha Nam 3,361 units, Bac Ninh 10,686 units, Thanh Hoa 5,249 units, Khanh Hoa 2,496 units, Ba Ria Vung Tau 1,919 units, Dong Nai 2,608 units, Binh Duong 8,247 units, Long An 2,000 units…
According to statistics from the Ministry of Construction, from 2021 to the present, provinces and cities nationwide have completed the investment in 103 social housing projects, with a construction scale of 66,755 apartments.
In 2024 alone, the whole country completed the construction of 28 projects, with a construction scale of 21,874 apartments, an increase of 58% compared to 2023.
The localities with the highest number of completed social housing units compared to the target set in the Government's plan to build 1 million apartments as of the beginning of this year include: Khanh Hoa with 3,364 units, An Giang with 1,809 units, Binh Dinh with 4,427 units, Hanoi with 11,334 units, and Bac Ninh with 7,020 units.
Some areas have significantly lower completed social housing units than the project's target: Ho Chi Minh City (2,745 units), Binh Phuoc (350 units), Binh Duong (2,045 units), and Quang Ninh (412 units).
