Ministry of Construction deploys many emergency solutions to respond to storm No. 9

On September 24, the Minister of Construction signed and issued Official Dispatch No. 65/CD-BXD on focusing on implementing response work to storm No. 9 (RAGASA), to focus on responding to storm No. 9 and implementing the direction of the Prime Minister in Official Dispatch No. 171/CD-TTg dated September 23, 2025.

The telegram clearly stated: Heads of agencies and units closely monitor the storm's developments, continue to implement the Ministry of Construction 's telegram No. 64/CD-BXD dated September 22, 2025 on focusing on proactively responding to super storm No. 9; must not be negligent or subjective, organize monitoring, update, grasp the situation, proactively and promptly direct and deploy measures to respond to storm No. 9 according to their functions, tasks and authority with the most drastic spirit, proactively respond at the highest level, anticipate the worst scenario, do not be passive or surprised, set the goal of ensuring the safety of people's lives and property, and minimize damage caused by the storm.

Based on the specific situation and developments of the storm, specialized management departments will organize working groups to inspect, urge, and coordinate with localities to deploy storm response work.

The Vietnam Maritime Administration shall preside over and coordinate with relevant agencies and local authorities to continue to review and count all vessels and means of transport operating at sea, along the coast, and in river mouths in areas at risk of being affected by storm No. 9; by all means inform vessels and means of transport still operating at sea about the developments of the storm; call upon and guide vessels and means of transport to escape or not enter areas at risk of being affected by the storm or to safe storm shelters; guide and support people to deploy necessary measures to ensure the safety of vessels at anchorage (to prevent sinking at shelters).

The Vietnam Maritime Administration also directed the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas where storm No. 9 is forecast to directly affect, to be ready to coordinate with relevant agencies, units and forces to quickly deploy response and search and rescue work when a situation occurs.

For the Department of Construction of localities in the area affected by storm No. 9, the Telegram requires that within the scope of management and direction, the work of ensuring absolute safety for civil works, construction activities, and ensuring smooth and safe traffic during the time of direct storm impact.

Agencies and units are responsible for assigning specific tasks to each member participating in on-duty (clearly stating contact phone number); organizing 24/7 on-duty and promptly reporting to the Ministry of Construction's Civil Defense Command on any unexpected or arising issues according to regulations.

According to the National Center for Hydro-Meteorological Forecasting, this is a very strong storm at sea, with very wide ranges of strong winds, waves over 10m high, rough seas, especially dangerous for ships operating in the eastern sea area of ​​the Northern Gulf of Tonkin.
