Accordingly, the Ministry of Health established 3 Inspection Teams with the task of inspecting and evaluating hospital quality at hospitals assigned by the Ministry of Health and a number of hospitals organized by the Hanoi Department of Health and the Ho Chi Minh City Department of Health.
From July 9 to July 12, Inspection Team No. 3 led by Dr. Duong Huy Luong, Deputy Director of the Department of Medical Examination and Treatment Management, and other members of the working group conducted hospital quality inspections at Vietnam-Cuba Friendship Hospital Dong Hoi; Hue Central Hospital, Hue University of Medicine and Pharmacy Hospital, and Da Nang C Hospital.
The delegation inspected and evaluated the contents of Decision No. 4747/QD-BYT dated December 29, 2023, assessed the quality of hospitals applied according to the Vietnamese Hospital Quality Criteria; surveyed patient and medical staff satisfaction; inspected the readiness for emergency care and intensive care; inspected the application of information technology in administrative reform, improved the quality of medical examination and treatment and the implementation of Decision No. 4750/QD-BYT dated December 29, 2023 on regulations on standards and formats of output data for management, appraisal and payment of medical examination and treatment costs.
Vietnam-Cuba Dong Hoi Friendship Hospital was established in 1981, a beautiful symbol of the friendship between the people of Vietnam and Cuba. It is a hospital under the Ministry of Health, with the mission of taking care of the health of the people of Quang Binh and neighboring areas.
The hospital has deployed many advanced techniques, focusing on the key areas of Surgery, Cardiology, etc., achieving many good results. Medical record management has been focused on, with impressive color printed medical records. Information technology has been deployed to support outpatient and inpatient medical examination and treatment.
In addition to the results achieved, at the working session, the members of the inspection team had many comments that the hospital needs to study and improve the quality of medical examination and treatment in the coming time such as: Medical records need to be recorded seriously, especially daily comments need to be detailed, need to explain the reason for changing treatment drugs; the patient's prescription needs to clearly state detailed instructions;
Strengthen the work of reviewing medical records and prescriptions, and carry it out regularly every week in the hospital; regularly review and inspect the implementation of professional procedures; rearrange the examination department as well as inpatient rooms to be neat and tidy, ensuring conditions for medical examination and treatment for patients; pay special attention to analyzing common errors to promptly learn from experience, overcome and improve implementation.
During the inspection, Master Tran Thi Xuan Hang, Deputy Head of the Legal Department, requested the hospital's Board of Directors to review the process of issuing administrative documents and strictly implement legal regulations on document work; requested the Department of Health to make a plan to inspect the implementation of regulations on good storage practices (GSP) at the hospital.
Speaking at the meeting, Dr. Duong Huy Luong, Deputy Director of the Department of Medical Examination and Treatment Management, Head of the inspection team, requested the hospital's Board of Directors to urgently review all quality improvement activities throughout the hospital; ensure working conditions for employees such as radiation safety, fire and explosion prevention safety, etc.
The hospital needs to strongly reform the application of information technology in medical examination and treatment and strengthen cooperation with hospitals that implement high technology in the area to have a plan for technology transfer; rectify working order and at the same time pay attention to and focus on quality improvement activities to develop the hospital in the coming time.
In the following days, inspection team No. 3 continued to conduct inspections, evaluate quality, and survey patient and medical staff satisfaction of other hospitals according to Decision No. 1873/QD-BYT.
