Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1616/QD-TTg of the Prime Minister dated July 28, 2025 approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Culture, Sports and Tourism in 2025.

This Decision approves the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Culture, Sports and Tourism in 11 areas: cinema; performing arts; copyright; press; grassroots and family culture; tourism ; publishing, printing and distribution; radio, television and electronic information; cultural heritage; physical education and sports.

Simplify administrative procedures, shorten processing time

In the field of cinema , the procedure for granting a Film Classification License (at the ministerial and provincial levels) has been reduced from 15 days to 10 days; the average fee has been reduced by VND 1,800,000 (from VND 5,400,000 to VND 3,600,000). At the same time, the time for carrying out the procedure for recognizing eligibility to classify popular films on the internet has been reduced from 15 days to 10 days; the administrative procedure for granting a License to provide filming services using scenes in Vietnam has been reduced from 20 days to 15 days.

For the performing arts sector , the procedures for organizing performing arts within the framework of international cooperation of the Central performing arts associations and public service units with the function of performing arts under the Central Government will reduce the fees for evaluating scripts and program content; at the same time, the regulation requiring the translator's signature to be certified for foreign works will be removed. The procedures for organizing national and international competitions and festivals of the above-mentioned units will also be shortened from 15 working days to 10 working days.

In the field of journalism , 6 administrative procedures are combined into 1 administrative procedure for granting operating licenses for printed newspapers, printed magazines, electronic newspapers, and electronic magazines.

In the field of radio and television , the procedure for granting a radio and television operating license is shortened from 90 days to 60 days; 2 components of the dossier are combined into one (the request document of the competent authority and the declaration form of the competent authority requesting the granting of a radio and television operating license). In addition, the procedure for granting and changing radio and television operating licenses is abolished; 4 administrative procedures (on changing the principles and purposes of operation; name of the competent authority; logo of the radio and television channel; broadcasting time) are also combined into 1 administrative procedure on amending and supplementing radio and television operating licenses; reducing the implementation time from 45 days to 30 days.

Eliminate area requirements, reduce appraisal fees for karaoke and disco business licenses

In the field of grassroots culture , the procedure for granting a license to meet the conditions for operating karaoke services at the provincial level has abolished the requirement that "Singing rooms must have a usable area of ^20m2 or more, excluding auxiliary works"; abolished the appraisal fee for granting a license to meet the conditions for operating karaoke services in cities and towns under the province; and reduced the appraisal fee for granting a license to meet the conditions for operating karaoke services in other areas. At the same time, the dossier component of "Certified copy or copy with original presented for comparison of the Certificate of eligibility for security and order" has also been abolished.

Similarly, the procedure for granting a license to operate a discotheque service also abolishes the requirement that "a discotheque room must have a usable area of ^80m2 or more, excluding auxiliary works". At the same time, the appraisal fee for granting a license to operate a discotheque service in other areas is reduced and the document component on security and order conditions as prescribed for karaoke services is abolished.

Regarding the tourism sector , the procedure for establishing a representative office in Vietnam of a foreign tourism agency, international and regional tourism organization has abolished the document component "Decision to establish a foreign tourism agency, international and regional tourism organization"; reducing the implementation time from 35 days to 25 working days. For the procedure for granting a business license for international travel services, the requirement for notarization and certification of a copy of the Certificate of Business Registration or Certificate of Investment Registration issued by a competent state agency has been removed; a copy of the diploma or certificate of the person in charge of the travel service business; a copy of the appointment decision or labor contract between the travel service business enterprise and the person in charge of the travel service business. Supplementing the method and regulations on implementing administrative procedures, the application can be submitted directly, via postal service or online. Reducing the time for implementing administrative procedures from 10 days to 5 working days. Fees and charges are reduced from VND3,000,000 to VND2,000,000. Procedures for issuing, changing and reissuing international travel service business licenses are also abolished.

The above decision takes effect from July 28, 2025.
