The statement was made by Mr. Amorim right before President Lula da Silva's visit to China, less than 2 months after he met his US counterpart Joe Biden at the White House.
On March 24, the Brazilian Presidential Palace announced that Lula da Silva would postpone his visit to China until March 26 due to health problems, as he was recently diagnosed with mild pneumonia. According to the original plan, President Lula da Silva would leave for Beijing on the morning of March 25.
Brazil is now pursuing a pragmatic foreign policy, balancing its relations with its two largest trading partners, despite growing tensions between Beijing and Washington.
According to Mr. Amorim, the South American country will seek technological support and investment from China to develop the semiconductor industry and this will be one of the priorities of President Lula da Silva during his visit to Beijing.
In addition, Mr. Lula da Silva will also call for China's cooperation in promoting sustainable development and Brazil's digital economy .
The former Brazilian Foreign Minister said the two countries are preparing to sign agreements on the CBERS small satellite program, which was launched in 1988, along with documents on cooperation in the production of telecommunications and microelectronic equipment.
The US government has indicated that Chinese microelectronics manufacturing collaborations would not be welcome, which could negatively impact Brazil’s plans for semiconductor production amid an ongoing global shortage.
Asked to comment on Washington’s blocking policy against technology cooperation agreements with Beijing, Mr. Amorim shared: “I do not care about those messages. If the US wants, they can offer bigger and more favorable conditions, then we will choose their proposals.”
According to an adviser to President Lula da Silva, Brazil does not give any priority to the Chinese semiconductor factory, but "if they offer good conditions, why should we refuse? We are not afraid of big countries".
