The amended Law on Pharmacy has created a legal corridor for modern business methods such as pharmacy chains and e-commerce in pharmaceutical business.

The National Assembly has passed the Law amending and supplementing a number of articles of the Pharmacy Law with many breakthrough policies, from digital transformation, administrative procedure reform to supporting the development of pharmacy chains and online pharmacy business, opening up great opportunities for the pharmaceutical industry to develop sustainably and better serve the needs of the community.

The amended Law on Pharmacy has created a legal corridor for modern business methods such as pharmacy chains and e-commerce in pharmaceutical business.

On November 21, 2024, at the 8th session, the 15th National Assembly passed the Law amending and supplementing a number of articles of the Law on Pharmacy, including three important articles.

Article 1 amends 50 articles, abolishes two points, two clauses and one article of the current Pharmacy Law, and adds three new articles. Article 2 supplements Appendix No. 01 on the list of goods and services subject to price stabilization attached to Price Law No. 16/2023/QH15. Article 3 provides specific implementation provisions.

With 7 new groups of points, the law focuses on improving State policy on pharmaceuticals, aiming to develop the Vietnamese pharmaceutical industry into a spearhead industry.

Additional regulations include preferential policies on administrative procedures when granting registration certificates for drug circulation and import, and encouraging investment in research and production of drugs and raw materials.

In addition, digital transformation and special incentives for pharmaceutical projects are emphasized. The law also creates a legal corridor for modern business methods such as pharmacy chains and e-commerce in pharmaceutical business.

Detailed regulations on the rights and responsibilities of business establishments, from the transfer of drugs and personnel between pharmacies in the chain, to drug trading through e-commerce platforms, help ensure transparency and keep up with trends.

At the same time, the law expands the rights of drug production, import and export establishments, allowing direct supply to specialized medical facilities and medical examination and treatment establishments to serve special treatment needs.

The new law also promotes administrative reform in drug registration, minimizes duplicate numbers, and issues specific regulations to respond promptly to emergency situations such as natural disasters and epidemics.

Notably, drug price management in the direction of publishing wholesale prices is expected to more tightly control intermediary levels, bringing reasonable prices to consumers.

These new points not only resolve long-standing shortcomings in pharmaceutical industry management but also open up great opportunities for the Vietnamese pharmaceutical industry to develop more strongly, better meeting the community's demand for quality, safe, effective drugs at reasonable prices.
