As the first segment of the North-South expressway in the East, the Huu Nghi - Chi Lang border gate expressway project is nearly 60 km long, with a total investment of more than 11,000 billion VND, a scale of 4 lanes and directly connected to important border gates of Lang Son province in Cao Loc and Van Lang districts and the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway.
Of which, the main route Huu Nghi-Chi Lang is 43 km long, connecting directly from Hanoi to Huu Nghi International Border Gate and the branch route from km 7 of the highway connecting Tan Thanh border gate, Coc Nam border gate (Van Lang district) and connecting with Dong Dang - Tra Linh highway, nearly 17 km long.
In order to ensure the goal of opening the route in 2025, the project enterprise has signed progress commitments with contractors on a weekly basis. Currently, at the construction site, the units have mobilized 2,215 personnel, 950 main vehicles and machines, organized 95 construction teams (an increase of 173 personnel, 148 main vehicles and 15 construction teams compared to the end of April 2025) to synchronously implement the construction of roadbed excavation, bridges and drainage systems.
Mr. Phan Van Nhan, Construction Commander of Construction and Trading Joint Stock Company 299, under the EC04 package constructing the Tan Thanh-Coc Nam branch line and part of the main line, said: Implementing the direction of the Prime Minister and the People's Committee of Lang Son province, the unit has mobilized 339 equipment vehicles (an increase of 39 equipment vehicles compared to the end of April 2025) and designed 15 points for production at the construction site. To ensure continuous construction (even in the rain), the company has focused on constructing service roads in the direction of hardening so that when the weather is unfavorable, the excavating and earth-rock transporting vehicles can still operate normally. Another important part of the work that the company is also actively implementing is organizing the gathering of materials to serve the construction of the transition phase. For this content, the company ordered 100 thousand cubic meters of rock from the quarries, reaching 100% of the plan and has gathered 15 thousand cubic meters, reaching 15% of the plan.
At the EC02 package, the construction of the main route of the Huu Nghi-Chi Lang border gate expressway, undertaken by LIZEN Joint Stock Company with a length of 16 km, the contractor's production organization on the route is very urgent. Mr. Nguyen Manh Tuan, Head of the LIZEN Joint Stock Company Package Management Board, said: Taking advantage of the available site conditions, the unit has designed 23 construction teams, mobilized 200 main motorbike equipment (an increase of 20 equipment compared to the end of April 2025), 500 personnel, and organized overtime work at the construction site to meet the project's schedule.
It is known that up to now, the value of the roadbed excavation volume in package EC02 has reached 50% of the plan, the collection of crushed stone materials has reached 25% of the plan, and the construction of bridge positions on the route has reached 30% of the plan.
According to the project enterprise's report, as of May 20, 2025, the implementation value of the 4 construction and installation packages reached 1,350/6,580 billion VND, equivalent to 20.5% of the construction and installation value of the entire project (at the end of April 2025, the implementation value reached about 850/6,580 billion VND).
Through research, it is clear that contractors are currently showing great determination to complete the workload, ensure quality according to design, and shorten the project completion time.
Mr. Vu Xuan Huy, Head of the EC03 Package Construction Management Board, DCT 559 Investment Joint Stock Company, the unit in charge of constructing the expressway section in Chi Lang district, affirmed: We have committed to the investor and the project enterprise to focus all our efforts and study the production organization plan for the items so that the project progress is not too affected when there is heavy rain and floods. The unit strives to basically complete the roadbed item for the section the unit is in charge of in September 2025, thereby creating momentum for the transition phase construction to take place in the fourth quarter of 2025. The unit strives to complete the roadbed item for the expressway section through Chi Lang district in 2025, aiming to complete the entire package before September 2026.
Regarding the direction and operation of the project enterprise to speed up the progress, Mr. Tran Van Chuan, Deputy Director of the Huu Nghi - Chi Lang Project Management Board, said: Currently, every week, the leaders of Deo Ca Group (the leading unit of the consortium of investors) conduct inspections of the construction and installation organization work at the bid packages; inspect the coordination work of the project enterprise, contractors with the locality to thoroughly handle the remaining locations with land and dumping sites, affecting the construction plans of the units.
To promote the work, the project enterprise and contractors recommended that the People's Committee of Lang Son province continue to strongly direct the People's Committees of the districts to soon complete site clearance along the entire route, speed up the construction of resettlement areas and relocate technical infrastructure so that contractors can calculate the optimal construction plan in the coming time.
With the goal of completing the construction and installation of the entire project's crushed stone aggregate to open the route in 2025, the construction and installation work is being carried out by contractors with great determination. With the specific actions of the investor and the scientific and flexible production organization plan of the contractors, we believe that the construction and installation plan will be ensured to comply with the direction of the Prime Minister and the Provincial People's Committee and will be completed on time. Thereby, creating momentum for the project enterprise to strive for technical traffic opening in June 2026 and complete the entire project on September 2, 2026, about 3 months ahead of schedule compared to the signed contract.
