In a hypothetical situation, an accident occurred on the road, a 20m3 tanker truck carrying Methanol encountered an accident, forcing the driver to stop the vehicle to handle the problem. At the same time, a 16-seat passenger car collided with the tanker due to lack of attention. The valve that locked the pipeline at the tanker broke due to the collision, causing the chemical to continuously escape into the environment, creating a contaminated area.
Situation of passenger bus moving and colliding with a tanker truck containing toxic substances
Due to a strong collision with a chemical tanker, the bus driver fainted and a passenger in the front seat was trapped in the car, some passengers in the back seat escaped through the side door, the passenger in the back seat inhaled a large amount of Methanol leading to poisoning and fainting. The incident continued to become more complicated because Methanol escaped into the environment and came into contact with electric sparks due to the collision, leading to a small fire in this area.
To prevent the spread of toxic chemicals, the Capital Command mobilized officers and soldiers of the specialized Chemical Department and special vehicles to respond to toxic chemical incidents.
In addition to the military forces, Hanoi City Police also mobilized officers and firefighters with full equipment, protective gear, specialized vehicles to ensure traffic flow, protect the scene and other professional vehicles.
The forces conducted live-fire drills, carried out measures to contain the incident, organized instructions for officers and employees in the area to evacuate and escape as well as evacuate people around the incident area. Organized search and rescue, first aid and transferred victims to a safe place and to the nearest medical facility.
Speaking at the rehearsal, Deputy Director of the Department of Chemicals - Mr. Hoang Quoc Lam assessed that the rehearsal was a great success, the selected scenario was innovative and suitable to reality. Potential risks of chemical incidents are not only present in the process of operation, production, storage but also in the process of transporting chemicals. With careful preparation, the rehearsal promises to become a typical model, creating a premise for other localities in the country to carry out similar activities, towards the goal of developing a sustainable and safe industry.

The 2024 toxic chemical incident response drill is not only an annual activity, but also part of Hanoi's long-term strategy to ensure safety in the production, trading and use of chemicals.
