On the morning of July 31, Prime Minister Pham Minh Chinh chaired an online conference to review the work of the first 6 months of 2025 of the State Steering Committee for important national projects and works, key to the transport sector (Steering Committee) and to review the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway".

Concluding the conference, the Prime Minister said that on August 19, with the groundbreaking and inauguration of major projects, the country will have 2,476km of highways and 1,397km of coastal roads (exceeding the planned 1,000km).
It is expected that by the end of the year, the plan set by the 13th Congress will be completed and exceeded, with the whole country having at least 3,000km of highways and 1,000km of coastal roads (possibly reaching nearly 2,000km), basically completing Long Thanh airport; creating momentum, creating force, creating position to enter a new era with the country.
Up to now, major projects such as Long Thanh airport have regained their delayed progress. Many important projects have been completed ahead of schedule and put into operation early, helping to increase investment efficiency significantly, creating new development space, facilitating travel for people, reducing costs, increasing the competitiveness of products, goods, businesses and the economy .
According to the Prime Minister, the results achieved were partly due to the positive contribution of the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway" with very practical emulation contents.
There are only 5 months left from now until December 31, while there is still a lot of work, the Prime Minister requested ministries, branches and localities to continue to uphold the spirit of speed, boldness and breakthrough to make more efforts and determination, work "through the sun and rain", "eat and sleep quickly", work "3 shifts and 4 shifts", "through holidays and Tet", "work day and night, work extra on holidays" to speed up the construction progress.
At the same time, continue to innovate thinking, methodology, and approach to solve problems; ideology must be clear, determination must be high, actions must be drastic, effective, focused, key points, each task must be completed, each task must be done properly; in the process of organization and implementation, the assignment must ensure 6 things are clear: "clear people, clear work, clear responsibility, clear progress, clear products, clear authority" to "easy to check, easy to evaluate, easy to urge".
The Prime Minister noted that accelerating progress must be associated with ensuring quality, technique, aesthetics, safety, and environmental sanitation; focusing on creating landscapes and common spaces for projects; strengthening management, inspection, supervision, and improving the quality of works; absolutely not allowing negativity, corruption, waste, and occupational safety to occur.
Assigning a number of key and specific tasks, the Prime Minister requested good preparation for the groundbreaking and inauguration ceremonies of major projects and works to celebrate the 80th anniversary of National Day, ensuring compliance with regulations (including selecting a central bridge at the National Exhibition and Fair Center for live broadcast and online connection to the remaining bridges).
To basically complete the Long Thanh International Airport project in 2025, the Ministry of Finance directed ACV and relevant agencies and units to review the overall project progress, supplement human resources, equipment, construction teams, organize "3 shifts, 4 crews" construction to compensate for the slow progress; strictly control quality, labor safety, organize construction reasonably and scientifically.
Regarding the operation of expressways, the Prime Minister assigned the Ministry of Construction to coordinate with localities to speed up site clearance, construction of rest stops, traffic monitoring systems, toll collection, vehicle weight control, and ensure that projects put into operation must be synchronous, high-quality, and aesthetically pleasing.
According to the Prime Minister, basically, vertical and horizontal expressways across the country have been formed or are under construction, expected to be completed in 2025 and 2026.
To maximize investment efficiency, facilitate people and businesses, and promote socio-economic development where projects pass through, the Ministry of Construction and localities review the connecting traffic system to ensure the most convenient connection of expressways with economic centers, railway stations, seaports, airports, etc.
20 inspections by the Prime Minister and Deputy Prime Ministers
According to the summary report of the Ministry of Construction and opinions at the conference, the projects under the Steering Committee include 37 projects with 95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector, with a total investment capital of over 1 million billion VND. After 3 years since its establishment (July 23, 2022), the Steering Committee has held 18 meetings.
The Prime Minister directly inspected the site 7 times to remove difficulties and obstacles, speed up the progress of project implementation; established 7 inspection teams led by Deputy Prime Ministers to directly inspect, direct and remove difficulties at expressway projects scheduled to be completed by 2025 to ensure the target of 3,000km (Deputy Prime Ministers directly inspected the project sites 13 times).
In the first 6 months of 2025, start construction of 5 expressway projects with a total length of 271km; solve difficulties due to lack of construction materials, especially in the Mekong Delta region (currently, the provinces have arranged enough supply of about 76 million m3/demand of 65 million m3 for 12 projects in the region).
The progress of all projects has clearly changed, making up for the delays of previous years, many projects are ahead of schedule; 237km of expressway has been completed and put into operation, bringing the total number of expressways nationwide to 2,268km; Terminal T3 of Tan Son Nhat Airport has been put into operation; many coastal road sections have been invested and inaugurated.
