A Vuong Hydropower Plant conducts disaster response drills before storm season

DNO - To increase proactiveness and readiness to respond to natural disasters, on July 31, A Vuong Hydropower Joint Stock Company organized a drill on disaster response and operation of A Vuong Hydropower Reservoir.

The drill was coordinated and directed by the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense (PCTT, TKCN, PTDS) of Da Nang city, the city's Department of Industry and Trade, leaders of Ben Hien commune, leaders of A Vuong Hydropower Joint Stock Company, departments, workshops, dam operation teams, and the company's disaster prevention and search and rescue team.

The specific drill plan is that the Company's PCTT and TKCN Command Board received a bulletin from the Central Central Region Hydrometeorological Station, warning of weather that could cause heavy rain and floods within 24 to 48 hours, potentially directly affecting the downstream of the Vu Gia - Thu Bon river basin.

Meanwhile, through monitoring on the basin of A Vuong Hydropower Reservoir, it is raining, the flow to the lake is increasing, there is a possibility of the flow to the lake exceeding 450m3 /s (flooding to the lake).

Receiving orders from the Steering Committee for Flood and Storm Prevention and Control of Da Nang City to implement flood reduction operations for downstream areas according to regulations, A Vuong Hydropower Joint Stock Company deployed response and operation work.

Accordingly, A Vuong Hydropower Plant deployed a drill with 6 specific scenarios. Scenario 1: Lower the reservoir water level to the flood level (in case the reservoir water level is at 370.8m, 370m higher than the lowest flood level in the early flood season from September 1 to November 15, 2025).

Scenario 2: The unit is regulating the water level of the reservoir to the flood level when the gate valve No. 1 is stuck and cannot be opened or closed (scenario of stuck gate valve). Scenario 3: The unit is releasing spillway to maintain the reservoir water level at the flood level when the 22KV grid power source is lost (scenario of grid power source loss).

Scenario 4: the reservoir operator operates in cut-off mode, reducing flood for downstream in case of design flood of 5,720 m 3 /s (p=0.5%). Scenario 5: flood regulation operation when test flood of 7,120 m 3 /s (p=0.1%), reservoir water level at 376m and scenario 6: forest fire affects spillway operator.

After more than 4 hours of rehearsing scenarios, with a high sense of responsibility and smooth coordination between departments, the tasks were completed well according to the scenario. The rehearsal ensured coordination between the Shock Team and units in overcoming the consequences caused by natural disasters, floods and storms; the ability to mobilize means of transport, facilities, ensure communication; overcome and handle all safety situations in a timely manner.

At the end of the drill, representatives of the Standing Office of the Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention of Da Nang City and the Department of Industry and Trade evaluated and learned from experience in command, operation, coordination and handling of situations in operating hydropower reservoirs in the locality.

In recent years, the company has regularly organized drills on natural disaster response and operation of A Vuong hydropower reservoir before each rainy and stormy season. Through the drills, it contributes to raising awareness, sense of responsibility, and increasing proactiveness in natural disaster prevention. Along with that, it improves the command and operation capacity of the unit's PCTT&TKCN Command Board, response skills, timely handling of situations, quick response in mobilizing shock forces in accordance with the motto "4 on-site", to ensure the safe operation of A Vuong hydropower reservoir with the highest efficiency.
