The content of the telegram clearly stated: In recent days, in many localities, there has been exceptionally heavy and prolonged rain, floods rose rapidly, exceeding historical levels, over a large area, causing deep inundation, traffic disruption, and heavy damage to people and property. In the Central provinces from Ha Tinh to Quang Ngai, many places are currently experiencing extremely complicated rain, floods, and landslides, threatening the security, safety, lives, and property of the State and people. Promoting the spirit of "forgetting oneself for the country, serving the people", "When the people need it, when the people are in trouble, there is the police", the People's Public Security force has imbued and effectively implemented the policies of the Party and the State, and the direction of General Secretary To Lam, has been exemplary, pioneering, concentrating all its efforts, and deploying its forces to the highest level together with functional forces on the front line to help people respond to and overcome the consequences of natural disasters and floods. While helping the people, some comrades sacrificed their lives, some were injured, many officers and soldiers of the Public Security force, the force participating in protecting security and order at the grassroots level forgot their own happiness and their own families, performing their duties with the spirit of "The People's Public Security force is the most reliable support for the people in natural disasters, storms and floods; each People's Public Security unit in the locality and grassroots level is a safe house for the people".

On behalf of the Central Party Committee of Public Security and the Ministry of Public Security , Minister Luong Tam Quang acknowledged and commended the efforts, endeavors, sense of responsibility, timeliness, dedication and bravery of police officers and soldiers of units, localities and forces participating in protecting security and order at the grassroots level.

In the coming days, the situation of natural disasters and floods is forecast to continue to be complicated. Minister Luong Tam Quang requested the heads of the Public Security units and localities, especially the provinces from Ha Tinh to Quang Ngai, to focus on directing the tasks of natural disaster prevention and control: Immediately, focus on the urgent task of "Rescuing people and protecting people's lives first and foremost", review, warn and immediately evacuate households in areas at risk of flash floods and landslides; absolutely do not let any people go hungry, cold, isolated without timely support, proactively ensure safe temporary accommodation, clean water, medicine, medical care, especially for vulnerable groups (the elderly, women, children, etc.) and vulnerable groups. Mobilize all resources to support the immediate overcoming of natural disaster consequences in the spirit of "where the water recedes, clean up there", actively handle the consequences of natural disasters, ensure living conditions for people.

The police force closely coordinated with functional units to urgently repair essential infrastructure: traffic, electricity, and communications; promptly counted the damage, proactively provided support to the most disadvantaged people, and prioritized the restoration of schools, medical stations, and essential public works so that people could soon return to normal life.

Minister Luong Tam Quang believes that with a warm heart, warm hands and a close bond with the people, officers and soldiers will continue to perform their duties well, further enhancing the tradition of the Vietnam People's Public Security "Forgetting oneself for the country, serving the people".
