Kinhtedothi - According to Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung, generally speaking, social policies have been implemented fundamentally, correctly, adequately, and promptly, thereby creating very important changes in awareness, action, and effectiveness.
On the afternoon of November 4th, the National Assembly continued its plenary session in the assembly hall to discuss the assessment of the results of the implementation of the socio- economic development plan for 2024; the projected socio-economic development plan for 2025; and many other important issues.

Gradually increase social assistance levels.
In his explanation and clarification of some issues raised by National Assembly deputies, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung stated that, in recent times, with the involvement of the entire socio -political system, social policies have generally been implemented correctly, adequately, and promptly, thereby creating very important changes in awareness, action, and effectiveness.
In particular, policies regarding war veterans and their families are among the most outstanding and effectively implemented social policies today. Sustainable poverty reduction policies for vulnerable groups, aimed at ensuring minimum social security and gradually increasing social assistance levels, are being implemented effectively.
The poverty reduction rate, which was initially targeted at 1% and is now only 1.93%, represents a significant achievement given the repeated natural disasters, floods, and storms. For the first time, the labor productivity target of 5.56% was met, exceeding the set requirement. Even more encouraging is the 11-rank increase in the happiness index.
Minister Dao Ngoc Dung further shared that recently, at the end of October, Vietnam was the only country in Asia directly invited by G7 countries to report on its best practices in implementing social policies and promoting the role of people with disabilities and vulnerable groups in society today...
Regarding the training of high-quality human resources, Minister Dao Ngoc Dung stated that, in addition to focusing on mass training, emphasis must be placed on training high-quality human resources linked to promoting scientific research, developing technological applications, and fostering innovative entrepreneurship. The goal is to be among the top 3 ASEAN countries in global innovation by the end of 2025.


Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung stated that focus should be placed on two major projects: one on developing human resources for the semiconductor industry by 2030, with a vision to 2050, and another on developing high-quality human resources to serve the development of high technology.
Some key issues to address include: implementing effective policies to attract highly skilled human resources to the public sector; focusing on scientific research in higher education, with university autonomy being a breakthrough; and concentrating on innovation in vocational education towards openness and flexibility in cooperation between schools, businesses, and the government, with business networking being a key breakthrough.
At the same time, two major issues must be emphasized: from 2025 onwards, a national policy framework must be developed for preventing and combating population aging, and the replacement fertility rate must be adjusted. This is a very important and strategic issue.
Regarding youth unemployment and underemployment, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung stated that, generally, the unemployment rate is within acceptable limits. However, the current unemployment rate among young people is 7.92%, which, while not entirely reassuring, is still an acceptable figure.
Efforts to remove the IUU yellow card.
Referring to issues related to Typhoon No. 3 (Yagi), Minister of Agriculture and Rural Development Le Minh Hoan shared his condolences for the loss of life and property suffered by local authorities and people. This typhoon demonstrates the increasingly complex nature of climate change, highlighting the need for more advanced methods of prevention and response to natural disasters; along with the need to further improve the institutional framework related to this issue.

Regarding sustainable fisheries development, Minister of Agriculture and Rural Development Le Minh Hoan stated that Deputy Prime Minister Tran Hong Ha recently signed Official Dispatch No. 111/CD-TTg dated November 4, 2024, from the Prime Minister on focusing on implementing urgent and key tasks and solutions to combat illegal, unreported, and unregulated (IUU) fishing, and preparing to welcome and work with the 5th Inspection Team of the European Commission.
Minister of Agriculture and Rural Development Le Minh Hoan affirmed that IUU fishing is a step towards sustainable fisheries development, and that IUU regulations have already been stipulated in the Fisheries Law; the important issue is implementation in practice.
Regarding measures to lift the yellow card on fisheries, Minister of Agriculture and Rural Development Le Minh Hoan stated that the European Union inspection team acknowledged the efforts of the Vietnamese Government and its ministries and agencies. Many localities have taken decisive actions to prevent illegal fishing and exploitation; law enforcement agencies have also supported local authorities in their efforts to remove the IUU yellow card…
