The report presented at the conference indicated that by 2025, digital transformation in Party agencies will achieve comprehensive results across all pillars, from institutions and infrastructure to shared digital platforms. As of December 25th, the Steering Committee had completed 189 out of 309 assigned tasks (61%).
Central agencies issued 36 important documents, forming a comprehensive legal framework and contributing to the standardization of operational procedures throughout the system. A secure, dedicated computer network connects 100% of provincial and commune-level authorities, ensuring safe and seamless document transmission and reception. A video conferencing system has been implemented from the central level to the provincial level and is currently being tested at the commune level.
Party committees at the central level have completed the development, deployment, and implementation of 109 out of 156 core business processes (reaching approximately 70%). The electronic Party member handbook connects more than 5.3 million Party members, with a login rate of nearly 60%. The Party member database has been cleaned of records for 4.45 million Party members (reaching 84%).
The 2025 digital transformation project has disbursed 98.9% of its allocated funds (equivalent to VND 666,989 billion out of a total capital of VND 674,277 billion). Information security measures have been implemented proactively, comprehensively, and in multiple layers; the monitoring system has prevented nearly 30 million attacks and scans targeting the Party's infrastructure and servers, promptly handling over 3,800 information security breach alerts and 15,039 server system scan alerts.
With the motto "Comprehensive implementation of digital transformation - Effective application of each activity," in 2026, Party agencies will focus on accelerating the completion of the legal framework for electronic documents and the entire processing process in the digital environment; striving to complete the digitization of all core business processes and fully utilize specialized information systems; forming a centralized data warehouse, gradually applying artificial intelligence (AI) and big data to serve advisory, forecasting, and decision-making work. At the same time, it is expected that the Party's administrative procedures will be announced and put into use in the electronic environment on the occasion of the 96th anniversary of the founding of the Party (February 3, 2026).
Speaking at the conference, Standing Committee member of the Party Central Committee Tran Cam Tu, Head of the Steering Committee, emphasized that digital transformation in Party agencies is no longer an option, but a mandatory requirement for leading the country's rapid and sustainable development in the new era.
"The year 2025 has laid an important foundation for digital transformation in Party agencies, moving from the 'initial construction and implementation' phase to the 'operation, exploitation, and effective development' phase, aiming to make digital transformation a truly effective method of leadership, guidance, and organization of political tasks throughout the entire system. This is also an important prerequisite for the digital transformation work in Party agencies to continue achieving comprehensive results in the future," affirmed Standing Committee member of the Party Central Committee Tran Cam Tu.
