According to the Official Dispatch, implementing the conclusions and directions of the Politburo, the Secretariat, and the Government's Steering Committee on the arrangement and assignment of cadres when implementing the 2-level local government model and on the basis of recommendations from a number of localities, the Ministry of Home Affairs requests localities to urgently complete a number of the following tasks so that the (new) commune-level local government can operate from July 1, 2025 in a synchronous and smooth manner in accordance with the directions of the Politburo and the Secretariat.
The Ministry of Home Affairs requests localities to urgently complete the arrangement and assignment of management and professional civil servants at specialized agencies under the People's Committees at the commune level (new).
The document also stated that in Document No. 11/CV-BCĐ dated June 4, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government, it provided guidance on standards for professional and technical civil servants at the commune level (new).
Accordingly, if commune-level cadres and civil servants (old) meet the standards and conditions, they will be assigned to the position of civil servants at the commune level (new) and do not have to carry out the procedures for receiving civil servants. In case provincial and district-level cadres and civil servants are assigned to work as civil servants at the commune level (new) according to the Project for arranging and assigning cadres and civil servants approved by competent authorities, they do not have to carry out the procedures for receiving civil servants.
Therefore, the Ministry of Home Affairs recommends that localities proactively arrange and assign (new) commune-level civil servants according to their authority, meeting task requirements when operating the new government apparatus from July 1, 2025.
If commune-level cadres and civil servants (old) meet the standards and conditions, they will be assigned to the position of civil servants at the commune level (new) and do not have to carry out the procedures for receiving civil servants. In case provincial and district-level cadres and civil servants are assigned to work as civil servants at the commune level (new) according to the Project for arranging and assigning cadres and civil servants approved by competent authorities, they do not have to carry out the procedures for receiving civil servants.
Regarding the appointment of chief accountants and accountants at the commune level (new) at the People's Committees at the commune level (new), personnel must meet the standards and conditions prescribed by the law on accounting to perform accounting tasks according to the provisions of the 2015 Accounting Law, Decree No. 174/2016/ND-CP and instructions of the Ministry of Finance. Therefore, the Ministry of Home Affairs recommends that localities arrange civil servants to take on the duties of chief accountants and accountants at the Office of the People's Council and People's Committee or other specialized departments.
The authority to appoint chief accountants and accountants at the commune level (new) is decided by the Chairman of the People's Committee at the commune level (new) according to the Project on arrangement and assignment of cadres. Civil servants working at the commune level (new) have been approved by competent authorities and do not have to carry out appointment procedures according to the provisions of Circular No. 04/2018/TT-BNV of the Ministry of Home Affairs.
