On April 23, Reuters reported that nearly 100 people, including all US diplomatic staff and their families, along with some diplomats from other countries, were on their way out of Sudan. The US Embassy in the capital Khartoum was also closed. The evacuation operation involved six planes and was carried out in coordination with RSF. In a statement, US Secretary of State Antony Blinken affirmed that Washington will continue to support Americans in Sudan in planning for their own safety.

On the same day, AFP quoted the French Foreign Ministry as saying that the country had begun an emergency evacuation of its citizens and diplomatic staff from Sudan. The announcement also stated that European citizens and those from “allied partner countries” would also be assisted. On his personal Twitter page, Dutch Foreign Minister Wopke Hoekstra announced that the country had joined the international operation to evacuate Dutch citizens as quickly and safely as possible.

Earlier, the Italian news agency ANSA reported that the country's Ministry of Defense was ready to deploy a plan to evacuate about 200 citizens from the Northeast African country, noting that the operation was similar to the evacuation carried out in Afghanistan in 2021 but would only involve Italian citizens. Also on April 23, Kyodo News and Yonhap reported that Japanese and South Korean military aircraft had arrived in Djibouti, near Sudan, to be ready to assist in the evacuation of citizens.

Several other countries have also evacuated or are planning to evacuate their citizens from Sudan as the conflict escalates. According to CNN, from April 22, Saudi Arabia began evacuating its citizens at Port Sudan on the Red Sea, 650 kilometers from Khartoum, and transported citizens of all other countries who wanted to leave by naval ships. As of the morning of April 23, more than 150 people from many countries had arrived at safe locations in Saudi Arabia. Jordan also plans to evacuate its citizens via this route.

The Turkish Embassy in Sudan announced the decision to evacuate its citizens from the conflict zone by land via a third country, providing the necessary gathering points and recommendations for the trip, which will take about 22-24 hours. For its part, the Egyptian Foreign Ministry is coordinating with Sudanese authorities to prepare for the evacuation of its citizens when conditions permit.

Meanwhile, according to Al Jazeera, the World Food Programme (WFP) director in the Republic of Chad (CH) Pierre Honnorat said that the agency expected more Sudanese refugees to seek refuge in the Republic of Chad. About 10,000 to 20,000 people crossed the border into the Republic of Chad just a week after fighting began in the capital Khartoum and other areas of Sudan.

According to Reuters, although the two sides agreed to a three-day ceasefire, starting on April 21, to allow civilians to reach safety and visit their families during the Eid al-Fitr holiday, marking the end of the Muslim holy month of Ramadan, clashes between the Sudanese army and RSF were still recorded on April 22. Both sides accused the other of not respecting the ceasefire agreement. Sudan's civil aviation authority also extended the closure of the country's airspace until April 30.

Also according to Reuters, in the latest announcement, the Sudanese Ministry of Health said that the number of people killed in armed clashes in Sudan has exceeded 600. Meanwhile, the World Health Organization (WHO) reported that more than 410 people were killed and more than 3,500 others were injured.
