On the afternoon of October 18, at the High-level Meeting on “Digital Economy - New Driver of Growth” (within the framework of the Third Belt and Road Forum for International Cooperation), President Vo Van Thuong proposed that countries cooperate, focusing on three pillars: Digital institutions, digital infrastructure and digital human resources. Thereby contributing to ensuring the harmony of interests between countries and bringing practical benefits to people in the process of digital transformation and digital economic development.

Earlier in the morning of the same day, the solemn opening ceremony of the Third Belt and Road Forum for International Cooperation (BRF 3) took place at the Great Hall of the People, Beijing, China. More than 20 heads of state/ government attended the Forum.
At the invitation of General Secretary and President of China Xi Jinping, President Vo Van Thuong led a high-ranking Vietnamese delegation to attend the Forum.
At the opening ceremony, leaders and delegates highly appreciated the achievements and important contributions of the Belt and Road Initiative (BRI) over the past 10 years with a series of projects and cooperation programs in the fields of transportation, energy, digital economy, education, health, science and technology, etc. Belt and Road cooperation has contributed to promoting regional connectivity, supporting countries in green transformation, digital transformation and enhancing friendship and mutual understanding among peoples. Towards the common goal of a bright, prosperous future and a prosperous life for people, the leaders agreed to strengthen coordination to mobilize resources for socio-economic development of countries, further connect economies, while ensuring sustainable requirements in terms of environment, finance and social harmony.
In his opening speech at the Forum, General Secretary and President of China Xi Jinping highlighted the achievements of the 10-year journey of formation and dynamic development of the Belt and Road Initiative (BRI). After more than a decade, the BRI has expanded the space of linkage and connection from the Eurasian continent to Africa and Latin America; not only forming economic corridors, roads and railways, but also investing in clean energy development, information infrastructure, human resource development, environmental and ecological protection, cultural and artistic exchanges, scholarly exchanges, and business connections. The achievements of the past 10 years will be the foundation for the next “golden decade” of the Initiative.

Speaking at the Forum, President Vo Van Thuong assessed that with high determination, large investment, many programs, projects, and specific actions, the Belt and Road has become a major international cooperation mechanism, making many important contributions to infrastructure connectivity and global economic linkages, an open, inclusive, high-quality cooperation framework, bringing practical benefits to all participating parties, and deepening friendship and solidarity among peoples of countries.
The President also affirmed that Vietnam always supports initiatives that are beneficial to peace and development cooperation in the region and the world. Vietnam welcomes and has actively participated in many important global mechanisms and initiatives initiated by China.
Discussing the digital economy - a new driving force for growth, the President shared that digital transformation is an inevitable trend, taking place strongly and widely around the world, driven by new and modern technological breakthroughs. The President also emphasized that the development of the digital economy opens up huge potential and new development space and quickly creates connections between countries. Each country will participate more deeply in the global economy, becoming an inseparable part of the global digital economy.
However, the digital economy also poses security and social security risks if not properly oriented and managed. The Belt and Road Initiative has promptly grasped this trend and made important contributions to the dramatic changes in countries along the Digital Silk Road, from modern digital infrastructure, smart cities, to vibrant commercial activities in the digital space.
The President shared that Vietnam attaches importance to connecting with the world on land, in the air, at sea, and in the digital space. Accordingly, Vietnam is making efforts to accelerate digital transformation and economic development, restructuring the economy in conjunction with renewing the growth model.
In that spirit, Vietnam has identified: The new space is the digital economy. The new productive force is digital human resources, digital technology and digital data. The new driving force is digital innovation. In recent years, Vietnam's economic growth rate has increased rapidly; in 2022, it contributed 14.26% to GDP, and is aiming for 20% of GDP in 2025 and 30% of GDP in 2030.
To ensure harmony of interests among countries and bring practical benefits to all people in the process of digital transformation and digital economic development, the President proposed cooperation on the digital economy based on three pillars.
The first is cooperation on digital institutions to build appropriate regulations, ensure transparency, safety and data security; create a friendly business environment; prevent and combat transnational crimes, ensure safety, security and national sovereignty, taking into account the development level and characteristics of countries, ensuring balance of interests and equality for all parties.
The second is cooperation on digital infrastructure to ensure and enhance the capacity of countries to participate in the global digital economy. The President called on international financial institutions and businesses to cooperate in investing in infrastructure projects in Vietnam and other countries in the region.
Third is digital human resource cooperation to develop high-quality human resources capable of researching, developing and applying technology, especially new and modern technologies. The President emphasized that in the digital economy, it is necessary to promote knowledge and technology transfer projects.
* On the sidelines of the 3rd Belt and Road Forum for International Cooperation, on the afternoon of October 17, 2023, the Belt and Road Business Forum was also held with the participation of 1,200 delegates from more than 80 countries, including 60 representatives of companies in the group of the world's top 500 companies.
