Provinces and cities plan to merge commune-level administrative units

(PLVN) - Implementing the policy of the Party Central Committee on the arrangement of administrative units at the commune, province and city levels: Hai Phong, Dong Nai, Binh Phuoc, Tay Ninh... have developed plans to merge administrative units at the commune level.

Hai Phong plans to reduce 70% of commune-level administrative units

The Hai Phong City Party Committee has just agreed to submit to the Central Government a plan to reduce 70% of commune-level administrative units (CAUs). Currently, Hai Phong has 167 CAUs. According to the merger plan, the CAUs in the city will be reduced to 24 wards, 24 communes and 2 special zones.

Specifically, Hai Phong will reorganize 167 commune-level administrative units to establish 50 grassroots units, reducing 117 administrative units. Bach Long Vi district and Cat Hai district will be converted into two special zones: Bach Long Vi Special Zone and Cat Hai Special Zone.

Thuy Nguyen City currently has 21 commune-level units, after the arrangement, 7 wards and 1 commune will be established, expected to be named from Thuy Nguyen 1 to Thuy Nguyen 8; An Lao District, a total of 17 commune-level units, after the arrangement, 5 communes will be established; Tien Lang District, a total of 19 commune-level units, after the arrangement, 6 communes will remain.

Kien Thuy district has a total of 16 commune-level administrative units, after the arrangement, 5 communes will be established; Vinh Bao currently has 20 commune-level administrative units, after the arrangement, the number will be reduced to 7 communes.

An Duong District is arranged from 10 wards to 3 wards (expected names are An Duong 1, An Duong 2, An Duong 3).

After the arrangement, Hai An District will have 2 wards (expected names are Hai An Ward 1 and Hai An Ward 2).

For districts: Le Chan will arrange administrative units in the district into 2 wards (expected names are An Bien Ho ward and Le Chan ward); Districts: Hong Bang, Ngo Quyen, Do Son, Hai An, Kien An, Duong Kinh after the arrangement of administrative units, each district establishes 2 wards (with the expected names as follows: Hong Bang has 02 wards, including ward 1: Minh Khai, Hoang Van Thu, Phan Boi Chau, Thuong Ly, So Dau, Hung Vuong and part of May To ward, Ngo Quyen district; ward 2 includes: Quan Toan, An Hong, plus a large area of An Hung and Dai Ban wards, part of the area of Le Thien, Tan Tien (An Duong); Ngo Quyen has 2 wards, expected to be named Ngo Quyen ward and Dang Giang ward; Hai An has 2 wards, expected to be named: Hai An ward 1 and Hai An ward 2; Kien An has 2 wards, expected to be Kien An ward 1 and Kien An ward 2; Do Son includes the arrangement of administrative units as 2 wards: Do Son 1 and Do Son 2...

Dong Nai voters propose facilitating merger

On April 16-18, the National Assembly Delegation of Dong Nai province organized meetings with voters in districts and cities before the 9th session of the 15th National Assembly . At the meetings, voters expressed their agreement with the policy of merging provincial administrative units and reorganizing local governments according to a two-level model (province and commune). At the same time, people requested that administrative procedures be handled smoothly, without causing disruption to production, business activities, and civil transactions during the transition period.

Many voters who are non-professional officials at the commune level requested to be assigned new jobs or supported to change careers to stabilize their lives after the apparatus reorganization.

The National Assembly delegation of Dong Nai province pledged to fully summarize voters' recommendations and forward them to competent authorities for consideration and handling in accordance with regulations.

Binh Phuoc: Effectively utilizing administrative infrastructure after merger

Binh Phuoc province is collecting public opinions on the project to reorganize commune-level administrative units, which is expected to reduce from 111 to 42 communes and wards. Symbolic places such as Dong Xoai, Bom Bo, Phuoc Long, Binh Long, Bu Dang... will be retained to name the new administrative units after the merger.

Accordingly, 4 communes including Bu Gia Map, Dak O, Phu Nghia (Bu Gia Map district) and Dang Ha (Bu Dang district) are eligible to maintain the status quo. The locality also plans to establish a new Binh Phuoc ward on the basis of merging 6 commune-level administrative units of Dong Xoai city.

According to the headquarters rearrangement plan, Binh Phuoc will use 11 existing district-level administrative centers to serve as headquarters of the People's Committees of newly formed communes and wards after the rearrangement. Along with that, 11 district-level medical centers will be converted into commune health stations in central areas.

According to the plan, Dong Xoai City Administrative Center will become the headquarters of Binh Phuoc Ward; Binh Long Town Administrative Center will be the headquarters of Binh Long Commune; Loc Ninh District Administrative Center will be the headquarters of Loc Ninh Commune...

Through review, the province currently has 222 commune-level headquarters, while after the rearrangement, only 116 headquarters (including 58 People's Committees and 58 health stations) are needed, resulting in 106 redundant headquarters. In addition, due to utilizing district-level headquarters as commune headquarters, the province determined that there were 22 more redundant headquarters, bringing the total to 128 headquarters that were no longer needed.

Binh Phuoc has developed a plan to handle redundant headquarters in the 2026-2030 period, with priority given to converting them into schools, medical facilities, cultural and sports facilities or community service facilities. Facilities that cannot be converted will be reclaimed or handled according to legal regulations to avoid wasting public assets.

Tay Ninh: Merged 94 communes, leaving 36 commune-level administrative units

The Executive Committee of the Tay Ninh Provincial Party Committee held its 54th Conference to discuss many important issues, notably the draft Project on reorganizing commune-level administrative units. The conference was chaired by Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Manh Hung, with the participation of Standing Deputy Secretary of the Provincial Party Committee Pham Hung Thai and Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh.

The Standing Committee of the Provincial Party Committee and the People's Committee of Tay Ninh province co-chaired the conference.

At the conference, Director of the Department of Home Affairs Nguyen Thi Thu Hien presented the report of the Provincial Party Committee on the draft Project on rearranging and reorganizing commune-level administrative units in the area. Accordingly, Tay Ninh province currently has 94 commune-level administrative units, including 17 wards, 6 towns and 71 communes (including 20 border communes), distributed in 9 district-level administrative units.

Based on the criteria and principles of the National Assembly Standing Committee and the Central Government's orientation in Resolution No. 76/2025/UBTVQH15, the Project develops an arrangement plan associated with the characteristics of border areas, urban development and socio-economic development capabilities.

According to the draft, after the reorganization, the whole province will have 36 commune-level administrative units, including 10 wards and 26 communes, including 11 border communes (after the conference agreed to reduce 1 more border commune). Thus, Tay Ninh will reduce 58 units, equivalent to 61.7%, in line with the Central Government's direction on streamlining the administrative apparatus.

Tay Ninh Provincial Party Secretary Nguyen Manh Hung emphasized: "The project is carefully and scientifically built, closely following the Central's standards and criteria, while ensuring development space, urbanization rate, as well as national defense and security requirements in the area."

The Provincial Party Executive Committee requested the Provincial People's Committee to continue completing the draft Project and collect public opinions before submitting it to competent authorities according to the roadmap.

The conference received many comments on the commune-level arrangement plan.

Also at the conference, the Tay Ninh Provincial Party Executive Committee agreed on the contents of the plan to summarize Resolution No. 18 of the Central Committee, which clearly defined the timeline: Before April 29, 2025, the Commune-level arrangement project must be completed and public opinions must be collected; before June 30, 2025, the arrangement of provincial-level inspectors must be completed, and the Tay Ninh Radio and Television Station and Tay Ninh Newspaper must be merged according to schedule.

In addition, the conference also agreed on the plan to organize party congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress, based on Directive No. 45-CT/TW dated April 14, 2025 of the Politburo. The content of the plan inherits some points from Plan No. 224-KH/TU in 2024 to ensure that it is consistent with the practical situation of the locality.
