According to the National Center for Hydro-Meteorological Forecasting, from the evening of October 11 to October 13, the area from Nghe An to Quang Nam will have heavy to very heavy rain, in which from Ha Tinh to Thua Thien Hue 200-400mm, some places over 500mm; Da Nang and Quang Nam 100-200mm, some places over 300mm; Nghe An 70-150mm, some places over 250mm. There is a risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, urban areas.
To proactively respond to floods, the National Steering Committee for Natural Disaster Prevention and Control and the National Committee for Incident and Disaster Response and Search and Rescue require the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue of provinces and cities to closely monitor forecasts and warnings about heavy rain, floods, flash floods, and landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
At the same time, deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.
In addition, organize forces to be ready to control and guide traffic, put up warning signs, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Along with that, be ready to deploy measures to drain water and protect production; harvest products early, especially for freshwater aquaculture and coastal areas; prevent flooding in urban areas and industrial parks.
In addition, inspect, review, and deploy operation plans and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.
The Steering Committees for Disaster Prevention and Control and Search and Rescue of provinces and cities have also stepped up propaganda activities and disseminated instructions on how to respond to heavy rains, flash floods, landslides and inundation so that people know how to proactively prevent, avoid and minimize damage; and have forces and means ready for rescue when required.
The Ministry of Natural Resources and Environment closely monitors, strengthens forecasts, warnings and timely information on developments of floods, flash floods and landslides.
The Ministry of Agriculture and Rural Development directs the work of ensuring the safety of dykes, irrigation dams, especially key works under construction; and protecting agricultural production.
The Ministry of Industry and Trade directs the work of ensuring safety of mines and mineral exploitation areas; safety of hydroelectric dams and downstream areas when releasing floods, especially small hydroelectric plants.
The Ministry of Transport directs the work of ensuring traffic safety in deeply flooded and isolated areas; directs timely troubleshooting and ensures traffic on main routes.
Ministries and branches, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and mass media agencies from central to local levels should strengthen measures to inform authorities at all levels, owners of vehicles operating at sea and people about the developments of floods and storms so that they can proactively prevent and respond.
