Schools in Ho Chi Minh City officially collect tuition fees for semester 1

On October 27th, after the Ho Chi Minh City People's Committee agreed on the policy allowing public educational institutions to temporarily collect tuition fees for the first semester of the 2023-2024 school year at the same rate as the 2021-2022 school year, the Department of Education and Training issued guidelines to schools on the collection and use of tuition fees.

Specifically, the tuition fees for the first semester of the 2023-2024 school year for in-person learning at public preschools, primary and secondary schools, continuing education institutions, and other training institutions applying the general education program are as follows:

The tuition fee for online learning is 50% of the tuition fee mentioned above.

At the same time, the Department of Education and Training instructs schools to continue implementing the tuition fee exemption and reduction policies, learning cost support, tuition fee support for students, and the preschool education development policy issued from the 2021-2022 school year as follows:

  • Official document No. 794 dated March 21, 2022, from the Department of Education and Training on guiding the implementation of tuition fee exemption and reduction, support for learning costs, support for tuition fees for students, and policies for the development of preschool education from the 2021-2022 school year.

Mr. Le Hoai Nam, Deputy Director of the Ho Chi Minh City Department of Education and Training, requested that schools strictly implement the directives of the Ministry of Education and Training and the Ho Chi Minh City People's Committee regarding tuition fees and regulations on revenue and expenditure at the beginning of the school year. The Department will establish inspection teams to monitor the revenue and expenditure situation at educational institutions in Thu Duc City, districts, and affiliated units, promptly addressing any instances of excessive or improperly collected tuition fees.

The leaders of the Department of Education and Training also requested Thu Duc City and the districts and communes to strengthen inspection, examination, and supervision of the revenue and expenditure situation at the beginning of the school year at educational institutions under their management, and to promptly rectify any instances of tuition fee collection that do not comply with regulations (if any). They are also responsible for being accountable to society for the activities of educational institutions under their management, including the management of revenue collection within their respective areas.

The Deputy Director of the Department of Education and Training emphasized that schools must fully and publicly inform parents in writing about tuition fees. The school's finance department must collect the money and issue receipts and invoices to each student in accordance with regulations, and teachers should not be directly involved in collecting or disbursing money. Schools must monitor and record all revenue generated at the school in a complete and timely manner, ensuring compliance with current financial and accounting regulations.
