On November 28, 2025, on behalf of the Politburo and the Secretariat, Standing Committee member Tran Cam Tu signed and issued Conclusion 221-KL/TW on the situation and results of the operation of the political system and local government at two levels, which includes a directive on "Completing the restructuring of public educational institutions and commune-level health stations before December 31, 2025".
The conclusion clearly states the requirement for Party committees, agencies, units, and localities to accelerate the review and reorganization of internal organizational structures, and to urgently complete the reorganization of public service units according to requirements and schedule. Provincial and city Party committees, in coordination with the Ministry of Health, the Ministry of Education and Training, and the Ministry of Interior, should urgently reorganize public educational institutions at the commune level (kindergartens, primary schools, secondary schools, and multi-level schools) and commune-level health stations.
For preschool and general education : Reorganization and restructuring should be linked to improving the quality of education, forming multi-level general schools (primary, lower secondary, upper secondary) that suit the needs and actual conditions of each specific locality and area. Review, rearrange, and adjust class sizes rationally; consolidate school locations based on the principle of convenience for the people and suitability to the actual conditions of the region and locality.

In the healthcare sector: Organize healthcare facilities in a comprehensive, continuous, and integrated manner across three levels: primary care, secondary care, and tertiary care. Reorganize units responsible for testing, inspection, and standardization into units controlling pharmaceuticals, food, and medical equipment. Build several modern hospitals on par with regional and international standards. Adjust and reorganize hospitals to ensure convenient geographical access for all citizens. Gradually transfer hospitals under the Ministry of Health and other ministries and central government agencies to local management.
Following the directives of the Central Committee, and with the spirit of proactively taking action to stabilize the health and education sectors and thereby best serve the people's lives, Quang Ninh province has promptly implemented Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development and Resolution No. 72-NQ/TW of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.
Quang Ninh province has resolutely implemented the streamlining of its administrative apparatus, organization, and the arrangement of medical facilities and schools. In particular, with the decisive, close, timely, and urgent direction of the province, by October 15, 2025, the entire province had completed the arrangement and merger of public educational institutions at the commune level. Specifically, localities completed the reorganization of 520 schools from preschool to junior high school into 255 schools, reducing the number by 265; and the units under the Department of Education and Training completed the reorganization of 18 educational institutions into 3, as planned. The reorganization was implemented systematically, following the correct procedures, strictly adhering to the policies of the central and provincial governments, and adapting to the actual conditions of each locality. It did not disrupt or affect students' learning activities, with the highest goal being to improve the quality of teaching and learning for the benefit of students.
In the healthcare sector, Quang Ninh has concretized Resolution No. 72-NQ/TW by streamlining the organizational structure and merging healthcare units in the province, with the aim of improving the quality of healthcare for the people. The province merged Ha Long General Hospital into Quang Ninh Provincial General Hospital; merged the Mental Health Support Center into the Mental Health Protection Hospital to form the Mental Health Hospital; reorganized 13 medical centers into 5 regional general hospitals in Dong Trieu, Quang Yen, Van Don, Tien Yen, and Mong Cai; and merged 3 units: the Social Work Center, the Social Protection Center, and the Center for the Protection and Care of Children with Special Circumstances into the Quang Ninh Social Assistance Center; and the Lung Hospital under the Department of Health was reorganized based on the merger of Ha Long Medical Center. The new health stations were reorganized into 55 health stations and 92 health station points based on the restructuring of 171 old health stations, of which 26 stations that were no longer suitable in terms of population size or geographical area were ceased operation.
Following the restructuring, the provincial health system reduced the total number of units by 128; the number of health station headquarters decreased by 27; the number of hospital and health center directors decreased by 9; the number of social welfare unit leaders decreased by 6; the number of health station heads decreased by 116; the number of department heads decreased by 30; and the number of specialized department heads decreased by 28.
Following the reorganization and mergers, the reality shows that educational institutions and medical units in Quang Ninh province have grown in scale, and their human resources complement each other effectively, thereby further improving the quality of education and healthcare in the area and better serving the lives of the people.
The proactive approach in streamlining and merging healthcare and educational institutions in Quang Ninh has received strong support and approval from the people and public opinion, further affirming Quang Ninh's pioneering role and its ability to create breakthroughs in many fields.
