In order to proactively respond to dangerous weather caused by storm WIPHA (storm No. 3), coastal communes of Vinh Long province have deployed response and storm monitoring work 24/7.
Mr. Huynh Van Mai - Chairman of Binh Dai Commune People's Committee said that the whole commune currently has 623 fishing boats. The commune has established a steering committee and informed the boats to grasp the developments of storm No. 3 to proactively prevent and have plans to ensure safety.

Tan Thuy commune is also a coastal area and has many offshore fishing vessels with 1,460 vessels.
Mr. Nguyen Phuoc Hau - Vice Chairman of the Commune People's Committee said that, implementing the directive of the Department of Agriculture and Environment of Vinh Long province, the commune has urgently deployed response work and strengthened information and propaganda work on developments and measures to respond to storms and dangerous weather at sea and on land through mass media so that people can proactively prevent and reduce damage. Ready rescue forces and means to promptly deploy rescue when required.
Thanh Hai Commune People's Committee also issued a document directing the commune's departments, unions, relevant units, and hamlets to closely monitor warning bulletins, weather forecasts, developments of storm No. 3, strong winds, big waves, and dangerous weather at sea and on land.
According to Ms. Nguyen Thi Hoa - Vice Chairman of Thanh Hai Commune People's Committee, the commune has promptly informed the captains and owners of vehicles and boats operating at sea to proactively prevent and have appropriate production plans, as well as have plans to ensure the safety of people and property. The locality maintains communication to promptly handle bad situations that may occur; be on guard against tornadoes and gusts of wind during thunderstorms. In addition, the commune coordinates with the Border Guard Station and Ben Dam Border Guard Station in the commune to inform the owners of fishing boats operating at sea about the situation and developments of storm No. 3 so that they can have safe shelter plans.
Coastal communes are annually affected by climate change and coastal erosion. The main economic activities of the communes are aquaculture and seafood exploitation, fishing, fishing logistics and marine tourism... To proactively respond to dangerous weather (big waves, strong winds at sea; rain, thunderstorms, lightning... on land) due to the impact of storm No. 3, the People's Committees of the communes have organized 24/7 on-duty to promptly respond to dangers caused by the storm.

At Truong Long Hoa Port Border Guard Station - the unit assigned to manage and protect Duyen Hai Ward, Truong Long Hoa Ward and Long Huu Commune, with over 22km of coastline. According to records, this area currently has nearly 190 fishing vessels and boats participating in fishing and exploitation at sea and 102 local boats used as means of transportation.
In response to the developments of storm No. 3, the Command of Truong Long Hoa Port Border Guard Station has prepared plans to be ready to respond to the developments of the storm. According to Lieutenant Colonel Tran Van Trang - Political Commissar of Truong Long Hoa Port Border Guard Station, the unit implements response plans according to the four-on-the-spot motto: "On-the-spot command, on-the-spot forces, on-the-spot means and materials, on-the-spot logistics" to respond to storm situations.
Accordingly, the unit is ready to mobilize forces, vessels, and necessary supplies and equipment to participate in rescue operations in coastal areas and at sea for people. At the same time, the unit also promotes the combat readiness of officers and soldiers, not afraid of difficulties, not afraid of hardships and ready to mobilize when situations arise.
At Long Vinh Border Guard Station - in charge of Dong Hai, Long Thanh and Long Vinh communes, with a coastline of over 32km. The unit manages nearly 300 vessels participating in exploitation and fishing at sea. Along with preparing means and forces ready to respond to storm situations, Long Vinh Border Guard Station has stepped up propaganda and dissemination work so that fishermen can grasp information related to the storm.

According to Captain Nguyen Van Cuong - Deputy Political Commissar, Long Vinh Border Guard Station, the unit coordinated with localities in the area to organize updates and propaganda on flood and storm prevention, search and rescue to local people and fishermen. Not only that, the unit also effectively promoted propaganda work through the unit's Zalo group (members of the Zalo group include officers, soldiers of the unit and owners of vehicles and boats) to inform fishermen about the developments of the storm so that fishermen can promptly update information and raise their vigilance against the bad developments of the storm.
In addition, Long Vinh Border Guard Station also prepares plans to organize communication and call on fishing boats at sea to anchor and take shelter safely in case of emergency.
