Border communes operate smoothly.

Implementing a two-tiered local government system is not only a step in the process of streamlining the administrative apparatus but also a practical "test" of the administrative capacity and adaptability of the local government system.

Synchronized operation

After three weeks of mergers, the operation of the two-tiered local government model in border communes such as Tan An, Vinh Xuong, and Chau Phong has begun to show positive signs, including a stable and smoothly functioning administrative apparatus, and public consensus.

Tan An commune was established by merging three communes: Tan An, Tan Thanh, and Long An . It can be affirmed that, to date, the administrative apparatus of Tan An commune has been reorganized to be streamlined, efficient, and effective. Mr. Do Van Leo, Chairman of the People's Committee of Tan An commune, said: “We have streamlined the specialized departments and arranged personnel appropriately. Currently, the Commune's Public Administrative Service Center has complete facilities, operates efficiently, receives and processes hundreds of applications each week, with a nearly 100% on-time delivery rate.”

In Chau Phong commune, following the merger of three former units – Le Chanh, Phu Vinh, and Chau Phong – the new administration quickly stabilized and operated effectively. The commune People's Committee completed the deployment and acceptance of 86 officials and civil servants, assigning them to various departments and centers. Notably, the Chau Phong Commune Public Administrative Service Center operated smoothly, receiving and processing 262 applications in just the first two weeks.

Besides ensuring administrative operations, the communes are also actively preparing for the new term's Party Congress. Mr. La Hong Phong, Secretary of the Tan An Commune Party Committee, affirmed: "We have just finished holding the Executive Committee meeting; drafting documents and consolidating the organization, preparing very carefully for the first Commune Party Congress. The general spirit is 'innovation, efficiency, and closer to the people'."

During the reorganization process, it was equally important to do a good job of mobilizing the public. Local authorities intensified propaganda efforts to help people understand the changes in office locations, new administrative procedures, and how to access public services. Ms. Vo Thi Lan, a resident of Hamlet 2, Vinh Xuong Commune, shared: “At first, I was a little worried when I heard about the merger, fearing difficulties in getting paperwork done. But when I went to the Commune's Public Administrative Service Center, the staff guided me attentively, and the procedures were quick and efficient. I am very satisfied.”

Ms. Nguyen Thi Dinh, a resident of Tan An commune, expressed: “Every time I come to get a birth certificate or notarization, there is a priority desk for the elderly. I see that the new government takes very good care of the people!” Along with the proactive efforts of officials, the communes have also organized many information channels to help people easily and quickly access information, such as: commune fanpages, public address systems, and QR codes for searching procedures to support the people. In Tan An commune alone, the Public Administrative Service Center has publicly displayed 60 administrative procedure decisions, deployed high-speed internet connectivity and surveillance cameras to serve the people.

Many concerns

Despite achieving many positive results, the local authorities in border communes also faced difficulties in the initial stages of operating the new model. One of the major problems was the dilapidated and scattered infrastructure. Mr. Bui Thai Hoang, Chairman of the People's Committee of Vinh Xuong commune, frankly acknowledged: "The arrangement of the Party Committee, People's Committee, and political and social organizations' offices in many different locations limits coordination and direction. We propose that the province soon approve the upgrading and replanning of centralized headquarters."

In Tan An commune, many technological devices such as computers and printers at the Public Administrative Service Center are outdated, affecting the processing speed of documents. In addition, officials are still unfamiliar with the new administrative software, and some data is not yet interconnected, causing difficulties in providing online public services. Similarly, Chau Phong commune faces the same situation where the civil registration software has many errors and data synchronization between older communes is lacking. This forces many procedures to be processed manually, prolonging the processing time.

Faced with these difficulties, the communes have proactively proposed many solutions, including recommending investment in upgrading infrastructure, especially building centralized office buildings, and supplementing modern technological equipment for departments, offices, and public administrative centers. In addition, they have strengthened in-depth training for commune-level officials and civil servants on work handling skills, applying information technology, and serving the people. They have also assigned on-site technical personnel to promptly address system errors in public service software. Mr. La Hong Phong emphasized: “To effectively operate the two-tiered local government model, it is necessary to focus on building a professional staff, using people's satisfaction as a measure of administrative effectiveness.”

The reorganization of the two-tiered local government apparatus is not only a requirement for administrative reform but also the starting point for major changes in national governance and administration, promoting socio -economic development. The communes of Tan An, Vinh Xuong, and Chau Phong, once characterized by their border regions, ethnic minority communities, and geographically dispersed conditions, are now changing day by day. People expect the two-tiered local government model to be not only streamlined, efficient, and effective, but also closer to the people, more responsive to their needs, and more transparent.
