Deputy Prime Minister Nguyen Hoa Binh has just signed the Prime Minister's decision, promulgating the Plan to implement the Law on Organization of Local Government. This is a specific step, aiming to institutionalize the contents of the new Law passed by the National Assembly, and at the same time establish a mechanism for synchronous and unified implementation nationwide.
The plan creates a complete, unified and feasible legal basis for converting the local government organization model from 3 levels to 2 levels, in accordance with the spirit of the law, in line with the requirements of streamlining the state administrative apparatus, reducing intermediate levels, ensuring interconnected, smooth, effective, efficient and practical operations.

In particular, the plan clearly states the organization of a standing unit to resolve difficulties and problems arising when implementing the Law on Organization of Local Government and converting the local government model from 3 levels to 2 levels; developing and promulgating documents detailing and guiding the implementation of the law; promulgating documents in case it is necessary to resolve arising issues...
According to the Plan, the standing unit to handle difficulties and problems arising in the process of reorganizing the apparatus and organizing the two-level local government of ministries, ministerial-level agencies, and localities established according to Conclusion No. 155 of the Politburo and the Secretariat will also undertake the task of receiving, guiding, and answering difficulties and problems arising in the implementation of the Law on Organization of Local Government.
In case of exceeding authority, send to the Ministry of Home Affairs for synthesis, report to the Government, Prime Minister or submit to competent authority for consideration and resolution.
Develop regulations on the number of vice chairmen of the People's Committee
Regarding the system of detailed regulations, the Ministry of Home Affairs presides over and coordinates with the Ministry of Justice, the Government Office and relevant agencies to develop and submit for promulgation 8 important decrees and resolutions.
Specifically, in August 2025, complete the decree regulating the framework of the number of vice chairmen of the People's Committee; the number and structure of members of the People's Committee; the order and procedures for requesting approval of the results of the People's Council, dismissal, removal of the Chairman and Vice Chairmen of the People's Committee; the order and procedures for transferring, removing the Chairman and Vice Chairmen of the People's Committee, and delegating the authority of the Chairman of the People's Committee.
In September 2025, submit for promulgation a resolution of the National Assembly Standing Committee on standards for administrative units; a decree on classification of administrative units; model working regulations of provincial and commune-level People's Committees; a decree on organization and operation of People's Committees, People's Committee Chairmen and specialized agencies in special economic zones...
In October 2025, complete the decree guiding the collection of voters' opinions on the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries.
In November 2025, submit a decree on the organization of activities of villages and residential groups and policies for part-time workers at the grassroots level.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice and the Government Office to submit to the Government for promulgation Decree No. 150 dated June 12, 2025 regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones under provinces and centrally run cities.
According to the assessment of public administration experts, the success of the transformation of the government model from 3 levels to 2 levels depends largely on the organizational and operational capacity and the synchronous coordination between the central ministries, branches and local authorities. This is not only a "reorganization of the apparatus", but also a big step forward in the innovation of state governance thinking, for an effective, service-oriented and people-friendly administration.
