According to the official regulations just issued, the Ministry of Education and Training requires schools to convert competency assessment scores (HSA, APT), thinking assessment (TSA) to high school graduation exam scores based on percentage (percentile), that is, what percentage of candidates achieved that score.
For example, in the 2024 Hanoi National University HSA exam, candidates who scored 112 points or higher were in the top 0.5%. Meanwhile, in the 2024 high school graduation exam, candidates who scored 29.5 points or higher in block A00 (math, physics, chemistry) were in the top 0.5%.
Thus, these two candidates are considered to have the same score. In other words, 112 HSA points is equivalent to 29.5 points in the A00 graduation exam.
Similarly, candidates who scored 108 HSA points and candidates who scored 27.5 points on the A00 graduation exam are both in the top 1.1% of each exam. Thus, 108 HSA points are equivalent to 27.5 points on the A00 graduation exam.
The percentage of each such score is called the percentile of the test result.

The Ministry of Education and Training stipulates that separate exams such as HSA and TSA must announce the 2025 percentiles before May 31. For exams taking place in June, the latest time to announce the percentiles is June 30.
After the high school graduation exam results are available, schools will work with the Ministry to analyze the exam results of candidates with both individual exam scores and combined scores for the corresponding graduation exam subjects.
Based on this comparison data, schools create conversion tables, giving equivalent score ranges, ranking them accordingly to the top 0.5%, 1%, 2%, 5%, 10%..., or dividing the percentages further depending on each school.
The conversion framework between types of exam scores according to the Ministry of Education and Training's model is as follows:

Based on this conversion framework, we can create a table to convert HSA scores to high school graduation exam scores for block A00 based on the 2024 percentile as follows:

After schools announce the conversion framework as above, candidates can calculate their own conversion scores in both directions using the linear conversion formula within each score range.
To convert high school graduation exam scores to HSA exam scores, candidates use the following formula:
T-HSA = HSA3 + (T-A00 - A3) x (HSA2 - HSA3) / (A2 - A3)
In which, T-HSA is the conversion score, T-A00 is the candidate's graduation exam score.
For example, a candidate gets 27.75 points in the graduation exam, that candidate will have the following converted HSA score:
T-HSA = 108 + (27.75 - 27.5) x (112 - 108) / (28 - 27.5) = 110 (points)
Conversely, to convert HSA scores to graduation exam scores, candidates use the same formula:
T-A00 = A3 + (T-HSA - A3) x (A2 - A3) / (HSA2 - HSA3)
For example, a candidate gets 110 HSA points, that candidate will have a converted graduation exam score according to the A00 admission combination as follows:
T-A00 = 27.5 + (110 - 108) x (28 - 27.5) / (112 - 108) = 27.75 (points)
When converting TSA and APT scores, candidates only need to substitute the test score in the place of the HSA score in the formula.
However, one point candidates need to pay special attention to is that schools must convert HSA, TSA, and APT scores to graduation exam subject combinations appropriate to the characteristics of the exam.
For example, a candidate taking the HSA with the optional English test will not be converted to a graduation exam score in the A00 or B00 group (math, chemistry, biology). The group of subjects that this candidate can convert to an equivalent score must be group D01 (math, literature, English).
Similarly, the TSA exam will not be converted to equivalent graduation exam scores for the C00 group (literature, history, geography).
The above percentile equivalent conversion framework and linear conversion formula within each score range are not mandatory for SAT and ACT score conversion. Schools will develop their own conversion tables and formulas according to appropriate methods.
However, the Ministry still recommends that schools use the percentile method.
Regarding the conversion of equivalent scores between admission combinations, the Ministry also does not provide a conversion framework. Instead, the general admission support system will enter the difference in scores between the original admission combination and other admission combinations.
Schools will compare and contrast with the high school graduation exam score range, thereby determining the difference in admission scores between groups. This difference will correspond to different admission score ranges.
