In recent years, the term “eagle” has been used frequently to refer to world-class enterprises. Of course, any enterprise is an enterprise, whether large or small, as long as it contributes to the economy . However, small enterprises often contribute less and pose potential risks to the environment and other problems compared to the world’s leading enterprises that have affirmed their position in the market over many years of existence.
With the province's reasonable investment attraction mechanism and policies, Signetics - a member company of the largest multi-industry group in Korea, Young Poong, is preparing to invest 100 million USD to build a 5-hectare semiconductor factory in Ba Thien I Industrial Park.
Thus, although they are both birds, in the animal world , the eagle is considered the king of birds, so in the business world, it is understandable that eagle businesses are sought after.
In Vinh Phuc , after more than 20 years of focusing on industrial development, thereby creating a brand as a developed industrial province, the province has remained consistent in its motto of taking industry as the foundation and considering enterprises as the backbone of the economy.
However, the province has also promptly and flexibly adjusted from the goal of attracting investment at all costs to attracting with focus, key points, according to the specific orientation of the locality and in line with the development trend of the world.
Specifically, the province prioritizes attracting projects that use less land area, consume less natural resources, minimize environmental damage and bring high economic value...
That means a small business that meets the above criteria can still be welcomed with a red carpet, but on the contrary, no matter how large a business is, if it does not meet the regulations, it will have to be refused.
Of course, attracting large-scale enterprises that meet all the above criteria is the greatest desire not only of the province but of all localities across the country. Because that is the eagle.
To give a vivid example, if we attract a $50 million wool and fabric production project to the area, this project can bring in about $2 million in revenue to the province each year. However, it can cause great harm to the environment because each square meter of fabric produced can require several cubic meters of clean water.
Meanwhile, a small Swiss watch manufacturing company also invested in a project worth 50 million USD but can contribute up to 5 million USD to the budget each year without causing any harm to the environment or the health of workers.
Not an eagle but still brings such high benefits. What if it were Apple? According to the latest statistics, Apple's annual revenue is about 400 billion USD, just a little less than Vietnam's GDP. Larger than many other countries such as Malaysia, Egypt or UAE...
Thus, just by welcoming an eagle, we can completely create a huge breakthrough in many socio-economic aspects such as increasing budget revenue, solving labor, employment and other social security issues.
So, how to welcome the eagles? On the national level, the Government and the central ministries and branches as well as all localities have unanimously implemented many specific and drastic solutions to attract eagles from all over the world to their fertile land. Vinh Phuc is not out of that trend.
However, due to not being outside the trend, Vinh Phuc as well as many other localities across the country have only been able to implement common solutions such as reforming administrative procedures, shortening the time to implement processes or arranging clean premises... but have not yet had their own solutions that are breakthrough and creative.
People often say, a precious bird must be kept in a gilded cage. Here, we want to welcome an eagle but apply a reception process that is no better than that of a sparrow, so it is certain that it will be difficult.
Observations in many countries show that for large-scale enterprises that have affirmed their leading position in the world, they cannot do business opportunistically or compete regardless of the law just for the purpose of profit. Otherwise, they cannot survive, let alone reach international level.
Perhaps, for businesses that are truly eagles, we should change the way we attract them, from “first show, then kill” to “first kill, then show”. That is, just invite them to invest with available land and priority mechanisms first, and the administrative procedures can be carried out later.
Like a Vietnamese university inviting Bill Gates to be a lecturer. First, they have to make sure he accepts. All the procedures related to degrees and tenure will be considered later. At that time, he feels that he is being treated well, even though he may not want to at first, but later, out of respect, he accepts.
Of course, to do this requires leaders to have both heart and vision, and a sense of responsibility, courage, and the courage to think, to do, and to break through for the common good. If, before doing anything, they are afraid of making mistakes and of taking responsibility, then all determination will remain on paper, and all eagles will only fly in the sky and never land in the right place.
