At the 2023 Admissions Conference, Dr. Nguyen Huu Cong, Deputy Director of Thai Nguyen University, asked on what basis did the Ministryof Education and Training (MOET) choose to reduce the regional priority score starting from 22.5 instead of choosing from 20 points/combination.
Deputy Minister of Education and Training Hoang Minh Son said that the Ministry of Education and Training relies on statistical data over the years.

This year, a new method of calculating priority points is applied to avoid inconsistencies in calculating priority points (photo by Quang Hung).
Specifically, through analyzing exam data and academic results, and the score distribution of the four admission regions of candidates, the Ministry has recognized some inconsistencies in adding regional priority points.
When not receiving priority points, the group of candidates in KV1, KV2, KV2-NT has a lower average score than the group that does not receive priority points (KV3).
But when bonus points were added, the average score of the group with bonus points was greater than that of the group without bonus points (candidates in Region 1 were given 0.75 points, Region 2 were given 0.25 points, and Region 2-NT were given 0.5 points).
Therefore, when considering admission to top universities and majors, the group of candidates who are disadvantaged and do not enjoy fairness is the group in Region 3.
Statistical results have proven this when there are many highly competitive majors where very few candidates who do not receive preferential points are admitted, while this group has better academic performance than the group that receives preferential points.
On the other hand, the results of the analysis of the learning process at university showed that the group of students admitted due to being given priority points had lower academic results than the group not given priority points.
To overcome this shortcoming, the 2022 Admission Regulations have introduced a reduction in the above formula. This applies to all admission methods.
