From grand policy to practical requirements

The Resolution of the 14th National Congress of the Party identifies the improvement of development institutions as a "breakthrough of breakthroughs." This is not only a strategic direction at the national level but also sets very specific requirements for each locality: How to ensure that institutions do not remain on paper, but become effective operational tools in management and serving the people.

In practice, the difficulties faced by citizens and businesses often don't stem from major issues, but rather from very specific areas: inconsistent procedures, numerous required document additions, procedures involving multiple agencies but lacking clear coordination, or a lack of seamless collaboration. If these "bottlenecks" are not addressed promptly, they will become obstacles to the investment and business environment and the effectiveness of state management.

In Hue City, this spirit is being clearly demonstrated. In the first quarter of this year, the entire city provided 2,131 online public services, including 790 full-process services. Along with that, there are 41 points for receiving and returning results regardless of administrative boundaries and 166 online public service agency points, contributing to raising the rate of online applications to over 93%.

These figures not only reflect the digitalization efforts but also demonstrate that the standardization of processes and the reduction of intermediaries are being genuinely implemented – a clear manifestation of institutional improvement within the local jurisdiction.

Measured by the satisfaction of citizens and businesses.

For the people, institutions are not about grand terms, but are perceived through very concrete things: Are the application process clearly guided from the beginning? Do they have to make multiple trips? Are their applications processed on time?

The story in the Bau Ha area, Hoa Chau ward, in early April is a vivid example. After years of waiting, the backlog of land-related documents has gradually been resolved. Ms. Dang Thi Trang, a household that recently received a land use right certificate after decades of waiting, shared that the joy is not just about "having the certificate," but also about the peace of mind to stabilize her life and confidently invest in economic development.

For the business community, the requirements are also very specific. Mr. Truong Cong Le Hoang, Director of Viet Trung Services Company, said that businesses want an increasingly transparent and favorable investment and business environment; and that any obstacles arising in production and business activities are listened to and resolved promptly.

This opinion reflects a core desire: Institutions only truly become effective when they reach the implementation stage, when processes are clearer, responsibilities are more clearly defined, and coordination between agencies is closer.

In fact, in the first quarter of 2026, the city government continued to maintain the operation of 4 task forces to support and resolve difficulties for investment projects; at the same time, it processed and put into operation 16 out of 38 projects that were behind schedule. These are concrete steps to ensure that the institutional framework does not remain a guideline but is realized through results.

However, significant pressure remains, as the number of businesses temporarily suspending operations is still higher than the number of newly established businesses. This indicates that improving the investment environment, reducing compliance costs, and enhancing enforcement efficiency remain urgent requirements in the coming period.

Enhancing public service responsibility and improving based on practical experience.

Improving institutions is not just about regulations; it's also closely linked to the people who implement them. No matter how well-designed a process is, its effectiveness will be limited if there is a lack of responsibility and decisiveness.

According to Mr. Ngo Van Tuan, Deputy Director of the City's Public Administrative Service Center, promoting digitalization and publicizing procedures is helping people access procedures more conveniently, reducing direct contact and increasing transparency. However, some areas, especially land-related, still experience delays due to the involvement of many stages and sectors, requiring further improvement in coordination and interconnectedness.

Mr. Tran Minh Long, Deputy Director of the Department of Internal Affairs, believes that institutional reform is only truly effective when it goes hand in hand with enhancing the responsibility of officials and civil servants. If regulations are clear but their implementation is not strict, the results will not meet expectations.

This shows that institutional improvement is a process of continuous implementation, review, and adjustment based on practical experience. We shouldn't wait until the institutions are perfect before implementation; rather, shortcomings are identified during the implementation process and can then be addressed.

The city continues to focus on perfecting mechanisms, policies, decentralization, and delegation of power; improving the efficiency of the two-tiered local government model; and simultaneously improving administrative reform indicators, governance efficiency, and citizen satisfaction levels. When people travel less, businesses face fewer obstacles, and the administrative apparatus operates more smoothly, that is when the resolution will be realized through concrete changes in people's lives.
