How to convert a driving practice car into a personal car?

The owner of a used car suddenly discovered that the registration and inspection papers of the car had information about a driving practice car. How can he convert it into a regular personal car?

Regarding this issue, a representative of a vehicle inspection center in Hanoi said that the reason why the vehicle registration and inspection certificate states that the vehicle is a training vehicle is because this car has been modified to have an additional brake pedal installed, converted from a passenger car to a training vehicle, serving driver training and testing purposes.

The procedure for converting a driving practice car into a regular car is very simple and does not require a design document (illustrative photo).

To convert a driving practice car into a regular car, the owner of the car performs the conversion by removing the auxiliary brake pedal. Then, take the vehicle to the inspection center and request acceptance of the conversion of the driving practice car into a car without needing a design file for the converted car.

The staff at the inspection center will give the vehicle owner a request for acceptance of the modified motor vehicle to fill in the information and send it back to the inspection unit.

After receiving the request, the inspection center will conduct acceptance of the modified vehicle and, at the same time, re-inspect the vehicle to issue a new inspection certificate and inspection stamp.

The registration certificate now no longer says "practice car", instead it says "passenger car" as requested by the owner.

Regarding costs, in addition to the price of the vehicle renovation acceptance service, the vehicle owner needs to pay the price of the vehicle inspection service and the fee for the registration certificate and inspection stamp according to regulations.

The inspection center will also issue a certificate of modification to the vehicle. The vehicle owner then needs to bring this certificate to the police agency to complete the procedure of changing the information on the vehicle registration to that of a car instead of a training vehicle, to facilitate the next periodic inspection.

If the information on the vehicle registration is not changed to match the inspection certificate, according to the provisions of Circular 43/2023 on car renovation, at the next inspection period, when the vehicle is brought for inspection, the inspection center will refuse to inspect the vehicle.
