The Business Dialogue Program, recently organized by the Department of Finance in collaboration with Tra Vinh University, has become a vibrant forum where the government, departments, sectors and the business community share many issues about startups. Mr. Nguyen Quoc Hung, representative of Phu Hung Smart Home and Solar Power Solutions Co., Ltd., said that the company has been operating in the renewable energy sector for 6 years, especially solar power. In the process of implementing incentive policies under Decree No. 135 and 58, businesses and people still encounter many procedural difficulties.
“We want a one-stop shop process. When households register to install solar power, they only need to submit their application to one point of contact, and other authorities will automatically connect and process the process,” Mr. Hung said, suggesting that the province unify the one-stop shop model to reduce hassle.
He also suggested prioritizing the use of technology products and services of local enterprises and having separate support policies for innovative startups.
Mr. Nguyen Van Minh Tam, representative of Quynh Ngoc Tuu Wine Company Limited, said that the current big difficulty is product output, high machine capacity but consumption only reaches 20-30%.
He expressed concern: “If the output is not resolved, the risk of businesses having to stop operations in the near future is real. I really hope that credit policies and banks can support and create conditions for businesses to borrow more capital and maintain operations during this difficult period.”
Many start-up models also expressed urgent needs. Ms. Thanh Van - founder of the organic mango pulp project - hopes to receive support in collecting raw materials and reducing input costs.
Ms. Le Thi Hong Nhung - starting a business with the model of "360 consignment cattle farming" - asked questions about business registration documents, support policies for women starting businesses, waste treatment and product output.
Listening and accompanying businesses
In response to comments from businesses, representatives of departments and branches have given initial responses. The agricultural sector affirmed its readiness to support the issuance of growing area codes, OCOP records, preferential loan funds for cooperatives, and coordinate research and technology transfer.
Regarding taxes, Ms. Le Thi Hong Linh - Deputy Head of Tax Department of Vinh Long province emphasized the benefits of converting from a business household to an enterprise: transparent accounting, asset depreciation, tax refund, and preferential tax rates according to the Law on Corporate Income Tax effective from October 1, 2025.
The conference's organizing committee also committed to synthesizing recommendations and coordinating with relevant departments and branches to respond in official documents, especially with specialized contents such as energy and digital transformation.
Mr. Pham Minh Thien - Deputy Director of the Department of Finance, representative of the Organizing Committee, affirmed: "This is a very high target, requiring many solutions, from establishing new businesses, supporting startups to encouraging innovation. If you want to go fast, go alone, if you want to go far, you have to go together".
Ms. Nguyen Thi Ngoc Dung - Deputy Director of the Department of Culture, Sports and Tourism said that many tourism policies of the three provinces of Tra Vinh (old), Ben Tre (old) and Vinh Long (old) are still in effect until the end of 2025. Enterprises that have models and conditions should take advantage of support policies, especially regarding bank capital and tourism promotion.
In the field of industry and trade, a representative of the Center for Industrial Promotion and Trade Promotion informed: Small and medium enterprises are supported up to 50% of the cost of investing in machinery and equipment, not exceeding 300 million VND/project.
In addition, businesses are also supported with costs for participating in domestic and foreign fairs, transporting goods, training in livestream sales and connecting on e-commerce platforms.
Meanwhile, the science and technology sector has issued a plan to implement the innovation and digital transformation project until 2030.
Ms. Truong Trinh Truong Vinh - Deputy Director of the Department of Science and Technology said: "Enterprises can receive support for 30% of technology innovation costs (maximum 2 billion VND), 30% for technology testing (maximum 1 billion VND), or support for technology market development, productivity improvement, and trademark protection.
The Department of Science and Technology is committed to accompanying and creating conditions for businesses and business households to access support policies, innovation, product and market development. Units and individuals in need can contact the department directly for detailed advice and guidance.
The dialogue program shows that support policies are in place, businesses have expressed their wishes, and departments have committed to accompanying. The remaining issue is close coordination and drastic implementation to turn commitments into practical actions.
According to Plan No. 06 of Vinh Long province on rapid and sustainable economic development, the goal by 2030 is to have 20,800 operating enterprises, and by 2045 to have 63,200 operating enterprises. |
