Need to add 21,427 preschool teacher positions for the 2026-2030 period

Currently, there are still 300,000 preschool children who have not been to school. To implement universal preschool education (PED) for preschool children from 3 to 5 years old, the State must ensure huge financial and human resources.

As reported by PNVN Newspaper, on the morning of April 17, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on universalizing preschooleducation for preschool children from 3 to 5 years old.

Reviewing this content, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said: to complete the goal of universalizing preschool education for children from 3 to 5 years old by 2030, there needs to be synchronous solutions regarding infrastructure, teaching staff and financial resources,... so that the policy can be effectively and feasibly implemented.

Accordingly, the State must ensure huge financial and human resources. Specifically:

Regarding investment in facilities and equipment: The total estimated budget for universalizing preschool education for children aged 3 to 5 (2026-2030) is VND 116,314.1 billion. Of which, the total budget for investment in building schools and classrooms, adding equipment, supplies, and toys to ensure minimum conditions according to regulations is VND 91,872.5 billion.

Regarding the preschool teaching staff: According to the impact assessment, the total number of positions still lacking by 2030 is expected to be 47,949. The number of positions that need to be supplemented in the 2026-2030 period is 21,427. The Standing Committee of the Committee believes that the drafting agency needs to focus on assessing the number of preschool teachers, the ability to arrange positions; specifically determine the number of preschool teachers lacking and needing to be supplemented annually in accordance with the school and class development roadmap. The number of preschool teachers that need to be supplemented in the 2026-2030 period and propose that the Government report to the competent authority.

Regarding the budget for implementing the Resolution, the Education sector is currently implementing a number of new policies: exemption and support of tuition fees for preschool children, high school students, and students of general education programs at educational institutions in the national education system; tasks to implement the Education Development Strategy to 2030...

Mr. Nguyen Dac Vinh requested the drafting agency to carefully assess whether the funding source for implementing the Resolution is within 20% of the total state budget expenditure for education and training. It is necessary to specifically distinguish between the central budget and local budget; the annual increase in state budget to supplement facilities, build schools and classrooms; balance regular expenditures and development investment expenditures; how the allocation of resources for preschool education will affect the implementation of other tasks in the education and training sector; supplement the assessment of the increased salary payment budget for preschool teachers in the period 2026-2030,... to have sufficient basis for competent authorities to consider and decide.

Discussing this content, Mr. Phan Van Mai, Chairman of the Economic and Financial Committee, emphasized that the Resolution is very important, because this is a very important stage, creating a solid foundation for children to have conditions for comprehensive development; investing in people is the most important development investment. Therefore, there should be strong policies for teachers not only in the public sector but also in the non-public sector; exempting tuition fees for the non-public sector will create a huge impact.

In order to take care of children's physical health and help them access educational programs early, it is necessary to invest in and research early education programs for this level. "We should not worry about spending hundreds of thousands of billions of dong on education investment. This is something that needs to be done, so millions of billions should still be done," said Mr. Phan Van Mai.

According to the Government's Proposal, the budget for implementing policies for preschool children (supporting learning costs and lunch money) is 1,062 billion VND/year. Vice Chairman of the National Assembly Le Minh Hoan suggested that the drafting agency further study the issue of increasing lunch money support for preschool children. "Do not stop at providing 'free meals' for children, but need to approach 'providing nutritious meals'. Because in the age group of 3-5 years old, children need a full, scientific nutritional regimen to reduce the rate of stunting and malnutrition in children" - Mr. Le Minh Hoan said.
