New energy sources from the facility.

We met Captain Truong Viet Thang, Deputy Head of Phuoc Long Commune Police, while he was busy managing the transportation of goods brought by local people to the unit to send to people in Central and Northern Vietnam affected by natural disasters and floods. The young Captain enthusiastically shared that he had only been calling for donations on the Phuoc Long Commune Police Facebook page for two days but had already received nearly 10 tons of goods from people all over the country.

This unexpectedly positive result is understandable, as the Phuoc Long Commune Police Fanpage has recently become one of the most well-known pages with a unique identity. Viet Thang is the person who "created" and "nurtured" his brainchild quite successfully since 2022 (when it was still the Phuoc Long Town Police). To date, this Facebook page has over 11 million followers.

Besides information and policies, fans were extremely impressed and amused by the humorous way police officers and soldiers disseminated information: "Live a human life, peace of mind is all that matters. Whether you have a motorbike or a car, following traffic laws is all that matters"; "It's okay to be a little flawed, but don't be involved in social vices!"; "Knowing a person's face doesn't mean knowing their heart - knowing a person's face is easy, let alone knowing the heart of those online loan sharks"; "On Sunday, I planned to treat myself to a day off, but suddenly realized I'm a police officer, not a princess, because I'm busy serving the people..."

Deputy Chief of Police Truong Viet Thang shared: "In the digital age, monitoring the situation on the internet is very important. Therefore, in addition to professional skills, police officers today must also keep up with technology and trends. Creating concise, humorous, and engaging status updates, especially for young people, while also ensuring accuracy, is not easy, because this is also a politically vital information page for the unit. Besides that, I also take advantage of my lunch break, and even at night, to interact with and answer people's questions. It's hard work, but the results are very encouraging as people are becoming closer and more supportive of me in carrying out the movement to protect national security."

Dare to break through, dare to innovate.

In the midst of the digital transformation, young commune-level officials like Tran Yen Xuan, from the Hoa Binh Commune Public Administrative Service Center, are quietly digitizing each process and guiding each citizen, contributing to making public administration more accessible and efficient. Yen Xuan stated that after implementing the two-tiered local government model, the workload at the commune level increased significantly in the initial phase of fully applying the digital environment. Seeing the determination and wholehearted support of officials and civil servants, citizens are also proactively cooperating, especially when guided to ensure their documents are complete, processed quickly, and without unnecessary trips.

Also a member of the 9X generation, Hoa Hoang Nam, Deputy Director of the Public Administrative Service Center of Bac Lieu Ward, demonstrates dynamism and enthusiasm in overcoming the unprecedented challenges of the two-tiered local government model. As a central urban ward, Bac Lieu Ward receives a much higher number of non-geographical applications than other localities, averaging over 1,000 applications per week. In the early days, Bac Lieu Ward was almost at the bottom of the province's ranking in administrative procedure processing. Today, thanks to the dynamism and efforts of its young staff, the center has achieved over 99% online application processing.

The goal of comprehensive digital transformation across all sectors is the driving force behind civil servants and public employees quickly adapting to the digital platform and gradually modernizing their work. Numerous training courses for leaders and managers, especially in-depth training in cutting-edge fields such as science , technology, digital transformation, and artificial intelligence, have been organized to enhance the leadership and management capabilities of officials from the provincial to the grassroots level. However, to thrive in this new environment, each individual needs to make an effort to overcome the barriers of outdated thinking and established practices.

Following the merger, some officials still haven't met the new requirements. The province will create a professional and modern working environment to encourage dedication; promptly commend and reward collectives and individuals who "dare to act and take responsibility," and who have initiatives that bring high efficiency. Conversely, it will strengthen inspection and supervision to promptly detect and handle, replace, or transfer to other positions those officials who are incompetent or afraid of responsibility.
