Highland officials adapt to the 4.0 era.

The mountainous district of Vo Nhai faces unfavorable socio -economic development conditions due to its fragmented terrain, numerous rocky mountains, large ethnic minority population, and uneven levels of education. To overcome these difficulties and gradually improve the material and spiritual lives of the people, personnel management is considered one of the key factors. A reporter from Thai Nguyen Newspaper interviewed Ms. Ha Thi Bich Hong, Secretary of the District Party Committee and Chairwoman of the District People's Council of Vo Nhai, on this issue.

PV: Comrade, cadres and cadre work have always been particularly important factors, decisive in the success of the revolutionary cause. Could you assess the current cadre work in the district?

Ms. Ha Thi Bich Hong: Basically, the district's staff are well-trained, possess professional qualifications, and have the capacity to manage, operate, and perform their assigned tasks effectively.

Currently, the entire district has 434 officials and civil servants, including 133 at the district level and 301 at the commune level. Regarding professional qualifications: 43 hold master's degrees (accounting for 32.33%, an increase of 5.38% compared to the beginning of the term); 90 hold bachelor's degrees (67.67%). Regarding political theory qualifications: 52 hold advanced or bachelor's degrees (39.1%), 78 hold intermediate degrees (58.65%); and 3 have not received any training (3.65%).

The district has built a team of young cadres and civil servants with sufficient capacity and qualifications, capable of succeeding the current leadership. Simultaneously, it regularly reviews and updates the planning for the 2020-2025 and 2025-2030 terms. The results of the review and update of the planning for the 2025-2030 and 2026-2031 terms are as follows: The District Party Committee has a total of 55 planned members; the planning ratio is 1.41; 19/55 are female cadres; and 9/55 are young cadres under 40 years old. The Standing Committee has a total of 16 planned members; the planning ratio is 1.45; 5/16 are female cadres; and 1/16 are young cadres under 40 years old. The district's cadre planning always prioritizes ensuring the proportion of female cadres, young cadres, and cadres from ethnic minorities.

PV: With the Fourth Industrial Revolution developing, what solutions has the district implemented to ensure that its staff can meet the demands of the new situation, Comrade?

Ms. Ha Thi Bich Hong: The Fourth Industrial Revolution has had a tremendous impact on economic, political, social, security, defense, and environmental development, as well as on the role of officials and civil servants in general, and grassroots officials and civil servants in particular. This has brought both opportunities and challenges to the team of officials and civil servants in the district today.

Therefore, Vo Nhai determined that it was necessary to build a team of grassroots officials and civil servants who are strong in professional expertise, possess appropriate state management skills for their positions, have standard knowledge of information technology and foreign languages, and especially have the ability to grasp new technological trends and apply information technology to state management at the local level with the spirit of serving the people.

First and foremost, we require every official and civil servant in the district to continuously improve their professional skills and expertise, while also regularly updating their knowledge of information technology, so that they can understand and apply it proficiently in resolving and handling daily tasks quickly and efficiently.

The district has invested in a system of personal computers for district and commune-level officials and leaders to use document management software. Work is processed through this software system, enabling timely and efficient management of documents, plans, and tasks. Simultaneously, we have implemented paperless meeting rooms, digitizing all conference documents, contributing to reduced workload, saving time and costs, and improving the efficiency and quality of meetings.

The district also focuses on equipping and enhancing information technology knowledge through regular training courses and updating IT skills for its staff to meet job requirements during this digital transformation period.

PV: Comrade, the rotation and reassignment of cadres is one of the solutions aimed at training cadres. So how is the district implementing this?

Comrade Ha Thi Bich Hong: As a mountainous district with a large ethnic minority population and a vast geographical area, Vo Nhai pays close attention to selecting cadres and leaders who share many similarities and are suitable for the area where they will be assigned to work. These include factors such as ethnicity, having lived and worked in the surrounding communes, possessing the qualities and understanding of the local culture, etc. These are crucial factors determining the successful completion of tasks by the transferred cadres.

Through practical experience, the transferred officials have demonstrated their abilities and strengths, successfully completing their tasks and contributing to the socio-economic development and rural construction of their localities.

Furthermore, the rotation of cadres has significantly contributed to reducing parochialism and localism, while ensuring that personnel work at the grassroots level is more objective and democratic, thereby improving the quality and effectiveness of Party committee leadership and government management. Localities with key cadres who are not from the local area have seen positive changes in various movements, gaining the approval and support of cadres, Party members, and the people.
