The nearly 50-year-old apartment building is at risk of collapsing, affecting the community, and has been requested to be urgently demolished by the Ho Chi Minh City People's Committee.
The Chairman of the Ho Chi Minh City People's Committee has just directed the urgent demolition of apartment building No. 440 Tran Hung Dao (level D - the highest level of danger, at risk of collapse) in Ward 11, District 5. This is an apartment building built before 1975, with two frontages on Tran Hung Dao and Chau Van Liem streets.
This apartment building has a scale of ground floor, mezzanine, first floor and terrace, with a reinforced concrete roof with a total area of about 240m2. Previously, this apartment building was home to 20 households.
According to the reporter of Giao thong Newspaper on December 13, this apartment building has evacuated all the residents, all the doors are closed. Outside, the desolation and dilapidation surrounds; telecommunication wires, roofs hanging down. Many walls are broken; garbage, debris... surround the area.
Ms. Huynh Ngoc Thien, a resident living near the apartment building, said that every time there is heavy rain or strong wind, everyone passing by this area is scared and worried, afraid that the building will collapse. "Previously, the area around the apartment building was a place where many people lived and played, from children to street vendors. But since the building has deteriorated, no one dares to come near it anymore. We hope the authorities will handle it soon, it is too dangerous to leave it like this," Ms. Thien said.
Since 2016, the Ho Chi Minh City Department of Construction has determined that the load-bearing capacity of the apartment building structure cannot meet the requirements of normal use. The building is also in a state of general danger. However, about 8 years later, all households here were relocated to another location. Although the City People's Committee has directed the urgent demolition of this apartment building from mid-2022, District 5 has not been able to do so yet due to many difficulties.
With the new direction, the Chairman of the City People's Committee assigned the Department of Construction to base on legal regulations related to the demolition of buildings at risk of collapse affecting the community and neighboring buildings, issue documents guiding and directing the proposal and recommendation of the District 5 People's Committee regarding the urgent demolition of the above apartment building before December 15.
For District 5, the City People's Committee assigned the urgent demolition of the apartment building according to the approved plan, ensuring absolute safety for the lives and property of the community and neighboring structures. After completing the demolition, District 5 will coordinate with relevant units to handle the areas of houses and land belonging to public property in accordance with regulations; develop a plan, implement compensation, support, and resettlement for households in this apartment building.
According to statistics from the Department of Construction, Ho Chi Minh City currently has 474 old apartment buildings with 573 lots built before 1975. Through quality inspection, there are 14 grade D apartment buildings (severely damaged, dangerous), 116 grade C apartment buildings, 332 grade B apartment buildings and 12 apartment buildings that have been demolished or changed their purpose. Ho Chi Minh City aims to complete the renovation and repair of 246 old, degraded apartment buildings built before 1975 by 2025.
