The Khoai Chau urban complex, eco-tourism , and golf course project in Hung Yen province is expected to start construction this afternoon, May 21.

This project was proposed by the Trump Group with a capital of more than 1.5 billion USD. Last weekend, Deputy Prime Minister Tran Hong Ha signed the decision approving the investment policy.

Information from the working schedule announced by the People's Committee of Hung Yen province shows that 5 leaders, including Chairman of the People's Committee of the province Tran Quoc Van, Permanent Vice Chairman of the People's Committee of the province Nguyen Le Huy, Vice Chairmen of the People's Committee of the province Nguyen Duy Hung and Nguyen Hung Nam and Chief of Office of the People's Committee of the province Dinh Hong Quyen will attend this event.

According to Tuoi Tre Online , from the morning of May 21, many people from Tan Chau and Tu Dan communes... were present to wait for the groundbreaking ceremony.

Many people said they were there early in the morning (around 6am) to look forward to the event that they hoped would "help change the face of their homeland".

Previously, Tuoi Tre Online had a conversation with Mr. Dang Thanh Tam - Chairman of Kinh Bac Urban Development Corporation (KBC).

Mr. Tam said that on the afternoon of May 21, the investor will organize the groundbreaking ceremony for the urban complex, eco-tourism, and golf course project in Khoai Chau (Hung Yen).

The groundbreaking ceremony is expected to be attended by Mr. Eric Trump (son of US President Donald Trump) - currently senior vice president of the Trump Organization, Mr. Eric Trump's wife, Ms. Lara Trump. In addition, Mr. Lawrence Glick and leaders of the Trump Organization will also attend.

From early morning, many people were present waiting for the event that they expected "to change the face and develop their homeland".

The groundbreaking ceremony location is about 500 meters from Provincial Road 378. This area is close to the Red River, on the other side is Thuong Tin District (Hanoi).

The road connecting the provincial road to the groundbreaking ceremony has been doubled in width in recent days, enough for two cars to easily pass each other.

According to records, this place is a vast field where people cultivate seedlings, ornamental plants and fruit trees.

With more than 2 sao of rice fields located opposite the project's starting point, this woman said that her family mainly grows seedlings. "Because my hometown will develop, when the State announces, I will comply immediately," she said.

Right next to the groundbreaking ceremony area, production and farming activities of local people still take place as usual.

According to the approved decision, the project is divided into 4 sub-areas, including an ecological residential area associated with a high-class golf course, with a population of 3,500 people; an ecological residential area associated with an ecological golf course with a population of 1,800 people; a commercial and service urban area with 29,700 people; a green area and a theme park.

In particular, the highlight here will be the 54-hole golf course, including a 36-hole and 18-hole course.

Provincial Road 378 and ferry terminals are the main traffic routes connecting this area. It is expected that a larger heritage road will soon be started.

Around noon on May 21, preparations were completed and security around the area was tightened.

6 months to complete the procedures to start construction

Recently, Deputy Prime Minister Tran Hong Ha signed the Prime Minister's decision approving the investment policy of the Khoai Chau Golf Course, Ecotourism and Urban Complex Project (Hung Yen). The total investment capital of the project is VND 39,787 billion (equivalent to USD 1.533 billion), implemented from the second quarter of 2025 to the second quarter of 2029, with an operating period of 50 years.

Previously, the Ministry of Finance and the People's Committee of Hung Yen province sent a report to the Prime Minister on approving the investment policy of the above complex.

The project is developed by Hung Yen Investment and Development Corporation (a subsidiary of Kinh Bac Urban Development Corporation) in coordination with partners, funds in the US. On September 25, 2024, the People's Committee of Hung Yen province signed a memorandum of understanding in the US with a consortium of investors selected by the Trump Organization to develop this project.

Speaking to Tuoi Tre Online , Mr. Dang Thanh Tam said that the licensing process for this project was very fast, taking only 6 months to reach the groundbreaking stage, much faster than other projects. At a working session with Prime Minister Pham Minh Chinh in March 2025, Mr. Charles James Boyd Bowman - project director of Trump International Hung Yen, wished the project to be implemented as quickly as possible, completed in the next 2 years to serve the APEC 2027 occasion, becoming the leading golf course in Vietnam and a globally famous golf destination.

He also said that the company is researching investment in other projects and fields in Vietnam and promoting visits by the Trump Group's leadership to Vietnam to contribute to promoting relations between the two countries and building a high-quality image of Vietnam to the world and the US government.
